On September 1, as the prohibition on catching webfoot octopuses (May 11 – August 31) was lifted, the seas off Chungcheongnam-do and Gyeonggi-do groaned under the surge of anglers and boats eager to catch them. On the very first day, the Pyeongtaek Coast Guard had to rescue four leisure boats—two motorboats and two rubber boats—that became disabled due to engine or propeller failures, highlighting the escalating risk of marine accidents.
While the number of webfoot octopus anglers grows exponentially each year, an even greater crisis is unfolding beneath the surface: the indiscriminate sweeping up of juvenile webfoot octopuses.
In early autumn, right after the fishing ban is lifted, the webfoot octopuses caught are barely larger than spiders. Even anglers on the field admit that the catch consists mostly of tiny offspring. Overfishing these immature juveniles is directly leading to the depletion of marine fishery resources.
Consequently, voice is growing that the current closed season must be reassessed. Experts argue that the prohibition period should be extended to a timeframe when webfoot octopuses fully mature, carry eggs, and complete their spawning.
If adjusting the closed season proves difficult, extraordinary measures must be implemented immediately to prevent reckless overfishing by both commercial fishermen and recreational anglers. Korea should actively adopt advanced fishery management methods used in developed nations. This includes setting a strict legal minimum size limit for webfoot octopuses and enforcing heavy fines or revoking fishing licenses for those who catch undersized specimens.
A baby webfoot octopus the size of a spider grows ten times larger in just one to two months if left in the sea. Protecting these juveniles will restore fish stocks and allow citizens to purchase webfoot octopuses at affordable prices. Instead, reckless harvesting drives prices higher every year, burdening consumers.
The Lee Jae-myung administration must pay close attention to these earnest calls from the field and swiftly establish practical solutions, including the adjustment of the closed season and the implementation of catch size restrictions.
