[CTN 가금현 발행인 칼럼]김기재 당진시장이 취임 100일을 맞아 당진의 미래를 위한 구체적인 청사진을 제시했다.
지난 100일을 시민의 목소리를 현장에서 듣고 당진의 미래를 위한 기반을 마련하는 시간으로 평가한 김 시장은 미래산업과 광역교통, 농어촌, 교육·복지, 문화·관광, 도시·환경, 소통행정 등 시정 전반에 걸친 주요 정책 방향을 제시했다.
특히 'AX(인공지능 전환) 선도도시 당진'을 선언하고 안전AX·산업AX·행정AX를 중심으로 미래산업을 육성하겠다는 구상은 산업도시 당진이 변화하는 시대에 선제적으로 대응하겠다는 의지를 보여준다.
국도32호선 대체우회도로 건설사업 예비타당성조사 통과, 글로벌 기업 외자 유치, AI 데이터센터 투자협약, 200병상 규모 종합병원 건립 충청남도 사전심의 통과 등도 당진의 미래 성장 기반을 확충하기 위한 의미 있는 성과로 평가할 수 있다.
그러나 이제부터가 더욱 중요하다.
청사진을 제시하는 것과 시민들이 실제 생활 속에서 변화를 체감하는 것은 전혀 다른 문제이기 때문이다.
김 시장이 제시한 6대 시정 방향은 어느 하나 소홀히 할 수 없는 중요한 과제들이다.
경제와 산업을 발전시키면서 농어촌을 함께 살리고, 교육과 복지를 강화하면서 문화와 관광을 활성화해야 한다. 동시에 교통과 환경, 안전 문제까지 해결해야 한다.
결국 관건은 '선택과 집중', 그리고 '실행력'이다.
수많은 사업을 동시에 추진하기보다 당진의 미래를 위해 반드시 필요한 사업의 우선순위를 명확하게 설정하고, 시민들이 체감할 수 있는 사업부터 단계적으로 성과를 만들어가는 전략이 필요하다.
특히 AI와 관련한 정책은 단순히 'AI 도시'라는 이름을 붙이는 데 그쳐서는 안 된다. 행정의 효율성을 높이고 시민의 불편을 줄이며 산업 경쟁력을 높이고 안전을 강화하는 실질적인 결과로 이어져야 한다.
AI 시민비서와 AI 행정주무관 역시 기술 도입 자체가 목적이 아니라 시민들이 '행정이 편리해졌다'고 느낄 수 있어야 한다.
디지털 환경에 익숙하지 않은 시민들도 행정서비스에서 소외되지 않도록 사람 중심의 보완책도 함께 마련해야 한다.
산업 분야 역시 마찬가지다.
기업과 투자를 유치하는 것에서 끝나서는 안 된다.
투자가 양질의 일자리로 연결되고 지역 기업과 소상공인, 청년과 농어촌까지 성장의 혜택을 공유할 수 있도록 지역경제와 연계하는 세밀한 정책이 필요하다.
의료 분야의 경우 종합병원 건립과 소아청소년 진료체계 구축이 계획대로 추진된다면 시민들의 삶의 질 향상에 큰 도움이 될 것으로 기대된다. 다만 시민들이 실제로 원하는 것은 '병원이 생긴다'는 발표가 아니라 필요한 때 가까운 곳에서 적절한 의료서비스를 받을 수 있는 실질적인 의료체계다.
교통과 도시개발도 마찬가지다.
제2서해대교 국가계획 반영, 국도32호선 대체우회도로, 당진~아산 광역교통망 등의 사업이 당진의 산업 경쟁력과 시민들의 이동 편의를 동시에 높이는 방향으로 추진돼야 한다.
무엇보다 김 시장이 반드시 염두에 둬야 할 부분은 '소통'이다.
시민과의 소통은 행정의 홍보 수단이 아니라 정책의 완성도를 높이는 과정이다.
시장이 시민의 목소리를 직접 듣고 다양한 계층의 의견을 정책에 반영할 때 행정에 대한 신뢰는 높아질 수밖에 없다.
그 과정에서 언론과의 소통 역시 중요하다.
언론은 시정의 성과를 시민에게 알리는 역할뿐만 아니라 행정이 미처 살피지 못한 현장의 목소리와 문제점을 전달하는 역할도 한다.
따라서 특정 매체나 특정 기자와의 소통에 집중하기보다는 지역의 다양한 언론인들과 폭넓게 소통하면서 서로 다른 시각과 현장의 목소리를 듣는 열린 언론관이 필요하다.
행정이 언론의 지적을 무조건적인 비판으로 받아들일 필요도 없고, 언론 역시 행정의 모든 정책을 무조건적으로 긍정할 필요도 없다.
건전한 비판과 적극적인 설명이 오갈 때 시민에게 더 좋은 행정이 만들어진다.
특히 지방자치단체장의 언론관은 매우 중요하다.
시장에게 우호적인 언론의 목소리만 듣는다면 정책의 허점이나 시민들의 불편을 놓칠 수 있다.
반대로 비판적인 언론의 목소리까지 경청한다면 행정이 놓친 부분을 보완할 수 있고 정책의 완성도 역시 높아질 수 있다.
'내 편과 네 편'이라는 구분 없이 당진의 발전을 위해 목소리를 내는 모든 언론을 열린 자세로 대하는 것이야말로 시민을 위한 행정이라고 생각한다.

무엇을 추진하고 있는지, 어느 단계까지 진행됐는지, 예산은 얼마나 투입됐는지, 예상되는 문제점은 무엇인지, 사업이 지연된다면 그 이유는 무엇인지 시민들에게 투명하게 설명해야 한다.
성과는 홍보보다 시민의 체감으로 증명될 때 가장 강력하다.
김기재 시장이 말한 '더 큰 당진, 거침없는 도약' 역시 결국 시민들이 일자리와 의료, 교육, 교통, 문화, 복지의 변화를 일상에서 느낄 때 비로소 완성될 것이다.
취임 100일은 결코 긴 시간이 아니다.
이제 시작이다.
김기재 시장이 지난 100일 동안 시민의 목소리를 듣고 미래의 기반을 다졌다면 앞으로의 시간은 그 청사진을 하나씩 현실로 만들어가는 시간이 되어야 한다.

Dangjin Mayor Kim Ki-jae has presented a concrete blueprint for the future of Dangjin on the occasion of his first 100 days in office.
Mayor Kim described his first 100 days as a period focused on listening to citizens in the field and laying the foundation for Dangjin's future. He also presented major policy directions covering future industries, transportation, agriculture and fisheries, education and welfare, culture and tourism, urban development and environment, and communication-oriented administration.
In particular, his declaration of Dangjin as a leading city for AX (AI Transformation), with a focus on Safety AX, Industrial AX and Administrative AX, demonstrates his determination to proactively respond to the rapidly changing industrial environment.
The passage of the preliminary feasibility study for the alternative bypass road on National Route 32, attraction of foreign investment from global companies, an investment agreement for an AI data center, and preliminary approval for a 200-bed general hospital are also meaningful steps toward strengthening Dangjin's future growth base.
However, this is where the more important challenge begins.
Presenting a blueprint and delivering changes that citizens can actually experience in their daily lives are two very different things.
The six major policy areas proposed by Mayor Kim are all important. Dangjin must develop its economy and industries while revitalizing rural and fishing communities, strengthen education and welfare while expanding culture and tourism, and simultaneously address transportation, environment and public safety.
Ultimately, the key will be prioritization, execution and communication.
Rather than pursuing too many projects simultaneously, Dangjin needs to establish clear priorities and create tangible results step by step, beginning with projects that citizens can experience directly.
AI-related policies should also go beyond simply branding Dangjin as an "AI city." They should produce practical results by improving administrative efficiency, reducing inconvenience for citizens, strengthening industrial competitiveness and enhancing public safety.
The introduction of an AI Citizen Assistant and AI Administrative Officer should likewise be evaluated not by the technology itself, but by whether citizens actually feel that public services have become more convenient. Measures should also be developed to ensure that citizens who are less familiar with digital technology are not left behind.
The same principle applies to industrial development.
Attracting companies and investment should not be the end goal. Investment must lead to quality jobs and create a virtuous cycle in which local businesses, small business owners, young people and rural communities can all share in the benefits of growth.
The healthcare sector is another area that citizens will closely watch.
The construction of a general hospital and the establishment of pediatric emergency and 24-hour care systems could significantly improve quality of life. However, what citizens ultimately want is not simply the announcement of a new hospital, but a practical healthcare system that provides appropriate medical services when they are actually needed.
Transportation and urban development must also be pursued with the same perspective.
Projects such as the Second Seohae Bridge, the alternative bypass road on National Route 32 and the Dangjin-Asan metropolitan transportation network should improve both Dangjin's industrial competitiveness and citizens' daily mobility.
Above all, Mayor Kim should keep one essential point in mind: communication.
Communication with citizens is not merely a tool for promoting government policies. It is a process that improves the quality of those policies.
When the mayor directly listens to citizens and incorporates diverse opinions into policymaking, trust in local government naturally increases.
Communication with the media is equally important.
The media not only communicates government achievements to citizens but also conveys voices from the field and identifies problems that the administration may have overlooked. Therefore, rather than focusing communication on particular media outlets or journalists, Mayor Kim needs an open approach that engages with a wide range of journalists and listens to diverse perspectives.
The administration does not have to regard every media criticism as an attack, nor does the media have to unconditionally support every government policy.
Better local government is created when constructive criticism and sincere explanations can coexist.
In particular, the attitude of a local government leader toward the media is extremely important.
If a mayor listens only to favorable media voices, he may overlook weaknesses in policies or inconveniences experienced by citizens. On the other hand, listening to critical voices can help identify blind spots and improve the quality of public policies.
Rather than dividing the media into "friendly" and "unfriendly" camps, treating every media outlet that speaks for Dangjin's development with an open mind is ultimately an approach that serves citizens.

If the first 100 days were devoted to listening to citizens and laying the foundation for the future, the coming years must be devoted to turning that blueprint into reality.
Dangjin already has a strong foundation as an industrial city. The next challenge is to create a city where industrial growth and citizens' happiness advance together.
A city where companies grow, quality jobs are created, young people choose to settle, families can raise children with confidence, senior citizens receive comfortable healthcare and welfare services, culture and tourism flourish, and citizens feel proud of their hometown.
That should be the ultimate goal of Mayor Kim's vision.
My message to Mayor Kim is simple:
Please listen most closely to citizens, listen most broadly to diverse media voices, and disclose the results of administration as transparently as possible.
If he does so, his challenge toward Dangjin's future can move forward with even greater strength, supported by the trust and encouragement of citizens.

If a mayor listens only to favorable media voices, he may overlook weaknesses in policies or inconveniences experienced by citizens. On the other hand, listening to critical voices can help identify blind spots and improve the quality of public policies.
Rather than dividing the media into "friendly" and "unfriendly" camps, treating every media outlet that speaks for Dangjin's development with an open mind is ultimately an approach that serves citizens.
For Mayor Kim's vision of "trusted communication-based administration" to become meaningful, balanced communication with citizens, the city council, businesses, local communities and diverse media organizations will be essential.
Another important task is to continuously disclose the progress of major pledges and projects.
Citizens should be informed about what is being pursued, how far each project has progressed, how much public funding is being invested, what challenges are expected, and why a project may be delayed.
The strongest form of achievement is not publicity, but what citizens actually experience.
Mayor Kim's vision of "A Greater Dangjin, A Bold Leap Forward" will ultimately be fulfilled when citizens experience improvements in jobs, healthcare, education, transportation, culture and welfare in their everyday lives.
The first 100 days are not a long period.
In many ways, this is only the beginning.
If the first 100 days were devoted to listening to citizens and laying the foundation for the future, the coming years must be devoted to turning that blueprint into reality.
Dangjin already has a strong foundation as an industrial city. The next challenge is to create a city where industrial growth and citizens' happiness advance together.
A city where companies grow, quality jobs are created, young people choose to settle, families can raise children with confidence, senior citizens receive comfortable healthcare and welfare services, culture and tourism flourish, and citizens feel proud of their hometown.
That should be the ultimate goal of Mayor Kim's vision.
My message to Mayor Kim is simple:
Please listen most closely to citizens, listen most broadly to diverse media voices, and disclose the results of administration as transparently as possible.
If he does so, his challenge toward Dangjin's future can move forward with even greater strength, supported by the trust and encouragement of citizens.
I extend my encouragement to Mayor Kim Ki-jae on his first 100 days in office.
And I look forward to Dangjin's greater leap forward.
May "A Greater Dangjin, A Bold Leap Forward" become not merely a slogan, but a reality experienced in the daily lives of Dangjin's citizens.
