상생소비복권은 전통시장 및 상점가 등 전국의 오프라인 디지털 온누리상품권 가맹점에서 누적 3만 원 이상 결제 시 응모권이 자동 지급되는 방식으로 진행된다. 특히 지방 소비 촉진을 위해 비수도권 결제 실적에는 수도권 대비 2배의 응모 기회를 부여하며, 1등 당첨자(10명, 각 3,000만 원)는 비수도권 소비 실적 보유자 중에서만 최종 선정한다.
이벤트 참여는 디지털온누리 앱에서 개인정보 제공 동의 후 이용할 수 있으며, 추첨 결과는 공정 절차를 거쳐 발표된 뒤 당첨금은 디지털 온누리상품권으로 일괄 지급될 예정이다.
