이전 방식은 별도 독립청사가 필요 없는 27개 기관(2,995명)의 경우 세종시 내 민간 임차공간을 활용하여 진행된다. 하반기 금융위원회를 포함해 각 부처 소속기관 및 자문위원회가 이전해 임차청사를 활용한 이전을 마무리할 계획이다. 반면 수사·보안 등 특수시설이 필요한 17개 기관(6,934명)은 청사를 신축하여 순차적으로 입주한다.
정부는 이전 공무원의 안착을 위해 주거, 교통, 이주비 등 종합적인 정착 지원 방안을 추진한다. 또한 외교부·통일부·국방부·법무부·성평등가족부 등의 이전을 위해 관계부처 및 국회와 협의하여 현행 행복도시법 개정과 관련 예산 반영 등 후속 조치에 속도를 낼 방침이라고 밝혔다.
