[통일부/CTN]가요진 기자= 정동영 통일부 장관은 "시민들이 객관적이고 충분한 정보를 바탕으로 토론하는 '숙의' 과정이 우리 사회 갈등을 해소하고 평화로 나아가기 위한 핵심이다"라며 "우리나라의 우수한 디지털 인프라와 스탠퍼드대학교 숙의민주주의연구소의 세계적 공론화 노하우를 결합하여, 국민의 정책 참여를 활성화하고 지원하는 새로운 한국형 AI 숙의 공론화 모델을 만들어가겠다"라고 밝혔다.
통일부(장관 정동영)는 미국 스탠퍼드대학교 숙의민주주의연구소(Deliberative Democracy Lab, 소장 제임스 피시킨)와 숙의대화 분야 상호 협력을 위한 양해각서(MOU)를 9월 1일 자로 체결했다고 발표했다. 이번 MOU는 평화·통일 정책을 둘러싼 이념 대립과 세대 갈등을 해소하고 정책 수립 과정에 국민 참여를 확대하기 위해 추진됐다.
스탠퍼드대 숙의민주주의연구소는 세계 최초로 '숙의공론조사' 기법을 창안한 선도 기관으로, 전 세계 50여 개국에서 150회 이상의 대규모 공론화를 이끌어왔다. 최근에는 자동화된 사회자 봇이 진행하는 온라인 플랫폼 모델을 개발해 운영하는 등 최신 AI 기술을 활용한 공론장 발전에 앞장서고 있다.
통일부는 이번 협력을 계기로 미래형 AI 숙의 플랫폼인 '홍익플랫폼' 개발에 속도를 낼 방침이다. '홍익플랫폼'은 오프라인 숙의대화를 온라인으로 옮겨 AI가 참여자 의견을 실시간 분석하고 주요 논점을 객관적으로 도출하는 시스템이다. 정부는 스탠퍼드대의 노하우와 국내 디지털 인프라를 결합해 디지털 기반의 시민 참여 모델을 지속 확장해 나갈 계획이다.

The Ministry of Unification (Minister Jeong Dong-young) announced that it signed a Memorandum of Understanding (MOU) for mutual cooperation in the field of deliberative dialogue with the Deliberative Democracy Lab at Stanford University in the United States (Director James Fishkin) as of September 1. This MOU was promoted to prepare a framework for comprehensive cooperation and exchange between the two organizations to resolve various forms of social conflict, such as ideological and generational conflicts over peace and unification policies, and expand public participation in the policy-making process.
Stanford University Deliberative Democracy Lab is a leading global deliberative democracy institution that created the 'Deliberative Polling®' technique for the first time in the world, having successfully led large-scale national and regional public deliberations more than 150 times in over 50 countries worldwide. Recently, it developed and operated an online platform model where an automated moderator bot conducts large-scale public opinion surveys.
The Ministry of Unification plans to accelerate the development of 'Hongik Platform', a future-oriented AI deliberation platform, taking this MOU as an opportunity. 'Hongik Platform' implements offline deliberative dialogues online, with artificial intelligence analyzing participants' opinions in real time to derive key points and objectively summarizing and presenting various views. The government plans to continuously expand and develop future-oriented deliberation methods utilizing the lab's public deliberation techniques and South Korea's digital infrastructure.
