[국토교통부] 지역 주도 도시재생 추진, 지원센터 전문 플랫폼으로 전환

건축공간연구원에서 도시재생지원센터 발전 방안 간담회 개최
수도권·중부권 등 권역별 현장 간담회 의견 토대로 지속가능한 지역 맞춤형 재생 방안 모색

[교통부/CTN]가요진 기자= 김이탁 국토교통부 제1차관은 "인구감소와 지역산업의 변화, 원도심 쇠퇴 등 지역이 직면한 문제는 지역마다 서로 다른 만큼, 지역이 필요한 사업을 발굴하고 다양한 자원과 정책을 연결할 수 있는 역량이 중요하다"라며 "도시재생지원센터도 행정과 사업 집행을 지원하는 역할을 넘어 지역을 진단하고 사업을 발굴·기획하며, 사업 이후까지 성과를 지속적으로 관리하는 전문지원 플랫폼으로 발전할 필요가 있다"라고 밝혔다.

국토교통부(장관 김이탁 제1차관 주재)는 9월 28일 오후 건축공간연구원에서 도시재생지원센터 관계자 및 전문가들과 함께 간담회를 개최하고, 변화하는 지역 여건에 대응한 도시재생 정책 방향과 지원센터 발전 방안을 논의했다고 발표했다. 국토교통부는 지난 8월부터 수도권, 중부권, 대경권 등 권역별 현장 간담회를 개최해 현장의 고민과 의견을 수렴해 왔다.

이날 간담회에서 건축공간연구원은 '정책환경 변화에 따른 지원센터의 발전 방향'을 제안했으며, 참석자들은 준공 이후 거점시설 및 지역의 지속적인 관리, 광역·기초·현장지원센터 간 역할 정립, 현장 인력의 역량 강화 등 주요 과제에 대해 깊이 있는 의견을 나눴다.

김 차관은 정부 차원에서도 지역의 자율성을 바탕으로 도시재생이 균형성장과 원도심 활성화를 실현하는 핵심 정책으로 자리매김할 수 있도록 지원을 강화하겠다고 재차 강조했다. 국토교통부는 이번 논의를 바탕으로 지원센터가 전문성과 지속성을 확보할 수 있는 발전 방안을 마련하고, 사업의 사후관리와 지속가능한 재생을 뒷받침하기 위한 제도 개선을 구체화할 방침이라고 밝혔다.

The Ministry of Land, Infrastructure and Transport (chaired by First Vice Minister Kim Yi-tak) announced that it held a meeting with officials and experts from Urban Regeneration Support Centers at the Architecture & Urban Research Institute on the afternoon of September 28 to discuss urban regeneration policy directions and development plans for support centers in response to changing regional conditions. The Ministry of Land, Infrastructure and Transport has been collecting opinions and field concerns by holding regional field meetings since last August in the metropolitan area, central region, and Daegu-Gyeongbuk region.

At the meeting on this day, the Architecture & Urban Research Institute proposed 'Development Direction of Support Centers According to Policy Environment Changes', and participants shared opinions on major tasks for region-led sustainable urban regeneration, such as continuous management of anchor facilities and regions after completion, establishing roles among regional, local, and field support centers, and strengthening capabilities of field personnel.

Vice Minister Kim emphasized once again that the government will also strengthen policy support so that urban regeneration based on regional autonomy can be established as a key policy to realize balanced growth and revitalization of original downtowns. Based on today's discussion, the Ministry of Land, Infrastructure and Transport plans to prepare development plans so that support centers can perform their roles with expertise and continuity, and embody necessary institutional improvements to support post-management and sustainable regeneration of urban regeneration projects.
