[보건복지부/CTN]가요진 기자= 현수엽 보건복지부 제1차관은 "부처 간 벽을 넘어 통합적 관점에서 기존 복지사업들을 점검해 보는 의미 있는 작업이다"라며 "복지사업들이 유기적으로 연결되고, 적절한 역할 분담을 통해 결과적으로 빈틈없는 사회안전망을 이룰 수 있는 방안을 모색하겠다"라고 강조했다.
보건복지부(장관 정은경)는 9월 28일 오후 2시 현수엽 제1차관 주재로 정부세종청사에서 '미래대응 사회안전망 혁신 추진단'을 발족하고 첫 회의를 개최하여 각 부처에 흩어져 있는 복지사업을 분석하고 제도 사각지대 등을 논의했다고 발표했다. 이번 추진단에는 보건복지부를 비롯해 기획예산처, 재정경제부, 고용노동부 등 주요 복지사업을 소관하는 9개 부처와 한국보건사회연구원 등 전문 연구기관 및 학계 전문가가 함께 참여한다.
정부는 양극화 확대와 저소득층 생계 어려움에 대응하고자 지난 7월 기준 중위소득을 3년 연속 역대 최고 수준으로 인상한 바 있다. 기준 중위소득은 국민기초생활보장제도 등 80개 복지사업의 대상자 선정 기준으로 활용되는 만큼, 추진단은 기준 중위소득 인상이 전반적인 복지 재정에 미치는 영향과 소득구간별·생애주기별 분포 현황, 제도 간 정합성 및 쏠림·공백 현상을 종합적으로 분석할 예정이다.
더불어 추진단은 기초 현황 분석과 평가를 바탕으로 유사 목적 사업의 중복 운영 여부, 국민 체감도를 저해하는 불필요한 탐색 및 신청비용 유발 요인을 점검해 비효율과 사각지대를 개선하는 사회안전망 발전방안을 모색한다. 보건복지부는 국가 및 지방 재정의 복지 예산이 국민에게 효과적으로 전달되도록 전달체계 측면의 문제점도 함께 살필 방침이라고 밝혔다.

As the median income standard is used as a benchmark for 80 welfare projects such as the National Basic Livelihood Security System, the Task Force plans to comprehensively analyze the impact of the median income increase on overall welfare finances, distribution status by income bracket, social risk/need, and life cycle, as well as consistency, bias, and gaps between systems.
In addition, based on basic current status analysis and evaluation, the Task Force seeks development plans for the social safety net that improve inefficiencies and blind spots by thoroughly checking for blind spots between systems that are difficult to identify in individual project units, areas where similar purpose projects are operated redundantly, and factors causing unnecessary search/application costs that lower public perception. The Ministry of Health and Welfare plans to examine issues in terms of the delivery system as well so that the welfare budget, which accounts for a huge portion of national and local finances, is effectively delivered to the public.
