상생과 협치를 외치며 당선증을 거머쥐었던 의원들이 개원 첫날부터 마주한 것은 '시민의 삶'이 아닌 '의장단 자리 배분'이라는 얄팍한 밥그릇 싸움이었다.
전반기 원구성을 위해 소집된 임시회 본회의는 성원보고조차 하지 못한 채 파행했고, 본회의장은 여야의 정면충돌과 기자회견이라는 구태의연한 정치 쇼의 무대로 전락했다.
국민의힘과 더불어민주당이 '7 대 7' 동수를 이룬 의회 구도 속에서, 양당은 서로에게 파행의 책임을 떠넘기기 바쁘다.

오죽하면 지역 사회에서 "의회가 제 역할을 못 할 바에는 차라리 해체하라"는 극단적인 분노가 터져 나오겠는가.
이번 사태는 단순한 여야 간의 협상 실패가 아니다.
중앙정부의 정당 정치를 그대로 답습하며 지역 주민의 삶을 볼모로 잡는 기초의회 정당공천제의 폐해를 고스란히 드러낸 필연적 결과다.
중앙당의 눈치를 보며, 당의 이익과 계파 논리에 따라 움직이는 기초의원들에게 진정한 의미의 '지방자치'를 기대하는 것 자체가 어불성설이다.
기초의회에는 당(黨)이 없어야 한다.
동네 골목길의 가로등을 고치고, 주민들의 복지를 챙기며, 지역의 조례를 만드는 데 보수와 진보의 이념이 왜 필요한가.
정당이라는 거대한 방패 뒤에 숨어 당리당략만을 좇는 정치가 계속되는 한, 서산시의회의 파행은 앞으로도 반복될 수밖에 없다.
기초의회에서 정당 공천을 배제하고 오직 '인물'과 '정책'으로만 시민의 심판을 받게 해야 하는 이유가 바로 여기에 있다.
의회 정상화가 지연될수록 조례안 심사와 추가경정예산안 처리 등 시급한 민생 현안은 뒤로 밀리게 된다. 그 피해는 온전히 서산시민의 몫이다.
서산시의회 의원들은 명심해야 한다. 당신들이 앉아 있는 그 자리는 권력을 누리는 자리가 아니라, 시민의 명령을 받드는 대리인의 자리다.
당리당략을 떠나 지금 즉시 본회의장으로 복귀하라. 시민을 기만하는 볼모 정치를 중단하고, 오직 서산시민만을 위한 의정활동에 나서는 것만이 땅에 떨어진 신뢰를 회복하는 유일한 길이다.
끝끝내 밥그릇 싸움을 멈추지 않는다면, 시민들의 준엄한 심판과 '의회 해체론'이라는 거대한 역풍을 피하지 못할 것이다.

[Geum-hyeon Ga Column] Seosan City Council Trapped in Partisan Interests: Elimination of Party Nominations Is the Answer
The 10th Seosan City Council ground to a halt as soon as it opened. On the very first day, council members who had clutched their election certificates while crying out for coexistence and compromise faced not the "lives of the citizens," but a petty squabble over the distribution of leadership positions. The extraordinary session called for the first-half formation failed to even report a quorum, and the main chamber degenerated into a stage for an outdated political show of partisan clashes and press conferences.
With the People Power Party (PPP) and the Democratic Party (DP) tied at a '7-to-7' split, both sides are busy shifting the blame. The DP stormed out, claiming the PPP was trying to monopolize the speakership and committee chairs, while the PPP scrambled to defuse the situation, stating it was not their official position. Even the news of a three-term lawmaker's grand concession failed to clear the fog of this unsightly power struggle.
What the citizens witnessed was a perfect rerun of the cruelty from four years ago, when the 9th council suffered nearly a month of paralysis during its initial formation. Nothing has changed. While the badges pinned to the councilors' chests may shine, their eyes are still fixed on their respective parties and personal advancement, not on the citizens of Seosan. It is no wonder that residents are venting their extreme frustration, saying, "If the council cannot do its job, it is better to dissolve it entirely."
This dispute is not merely a failure of negotiation between rival parties. It is an inevitable consequence that vividly exposes the evils of the party nomination system in local councils, which blindly mimics central government politics and holds the lives of local residents hostage. It is fundamentally absurd to expect true "local autonomy" from local councilors who constantly glance at leadership in Seoul and move according to party interests and factional logic.
Local councils must be free of political parties.
Why do we need conservative or progressive ideologies to fix streetlights in neighborhood alleys, take care of residents' welfare, and create local ordinances? As long as politics continues where members hide behind the massive shield of political parties to pursue partisan interests, the paralysis of the Seosan City Council is bound to repeat. This is precisely why party nominations must be excluded from local councils, allowing candidates to be judged solely by the citizens based on their "character" and "policies."
As the normalization of the council is delayed, urgent livelihood issues such as ordinance reviews and supplementary budget processing will be pushed to the back burner. The damage falls entirely on the citizens of Seosan.
Members of the Seosan City Council must bear in mind: the seats they occupy are not positions to enjoy power, but seats of representatives upholding the mandate of the citizens. Leave partisan interests behind and return to the main chamber immediately. Stopping this hostage politics that deceives the public and engaging in legislative activities solely for the people of Seosan is the only way to restore fallen trust. If you do not stop fighting over your own bowls until the end, you will not escape the severe judgment of the citizens and the massive backlash demanding the dissolution of the council.
