개정안은 연구개발사업의 평가 항목 및 배점을 조정해 기술력 평가 반영 비중을 대폭 강화하고, 구매사업의 저가 덤핑 투찰을 막기 위한 입찰하한선을 신설하는 내용을 담았다. 또한 중소기업 가점 체계를 실효성 있게 개편하고 신규 업체의 입찰 부담을 낮추는 동시에 제안서평가 결과의 공개 시점을 명확히 하여 사업 추진의 투명성을 대폭 향상시킬 방침이다.

방위사업청은 공청회에 참석한 이창식 한국방위산업진흥회 전무이사 및 200여 명의 방산기업 관계자 의견을 면밀히 검토해 최종 개정안에 반영할 계획이다. 방사청은 책임감 있는 사업 수행 환경을 조성하고 현장 맞춤형 입찰 제도를 구축하여 올해 하반기까지 규정 개정을 차질 없이 완결 지을 예정이라고 밝혔다.
