[대구/CTN]이수현 기자= 추경호 대구광역시장은 "아무리 좋은 정책이라도 인허가와 발주를 담당하는 일선 부서와 구·군, 공공기관이 한뜻으로 움직이지 않으면 현장에서 결실을 맺을 수 없다"라며 "회의를 통해 수렴된 현장의 목소리를 제도에 반영해 제도를 안착시키고 지역 건설업계가 체감할 수 있는 수주 성과로 이어지도록 행정력을 집중하겠다"라고 말했다. 대구광역시는 지역 건설경기 회복과 지역 건설업체의 수주 확대를 위해 9월 1일 '지역건설업체 수주확대 방안 회의'를 개최했다고 밝혔다.
이번 회의는 앞서 열린 제3차 비상경제대책회의에서 논의된 공구분할 활성화, 대형 외지건설사-지역하도급업체 간 매칭 교류회 개최, 50억 이상 상생협력협약 체결 등 건설분과 핵심 정책의 현장 실행 방안을 공유하기 위해 마련됐다. 행사에는 시 주요 발주부서와 9개 구·군 도시건설 국·과장, 공사·공단, 교육청, 지역 건설협회 관계자 등 30여 명이 참석했다.
참석자들은 새로운 제도가 일선 공사 현장에 원활히 안착할 수 있도록 세부 이행 방안을 점검하고 협조 체계를 구축하기로 뜻을 모았다. 대구시는 제도의 현장 적용을 위해 공구분할 자가진단표, 상생협약서, 이행실적 보고서 등 표준 서식을 일괄 정비해 전 기관에 보급하기로 했다.
또한 인허가 신청부터 착공, 분기별 공정에 이르기까지 단계별 표준 업무처리 매뉴얼을 수립하고, 시와 구·군 및 유관기관 간 실시간 이행 현황을 공유하는 통합 보고 체계를 가동할 방침이다.
대구광역시는 수렴된 실무 의견을 반영해 9월 30일까지 세부 방침과 표준 서식을 확정·배포한 후, 오는 10월부터 공구분할 검토위원회를 운영하고 원도급사와의 상생협약 체결을 추진할 계획이라고 밝혔다.
