Gi-yeon Hwang, Vice Mayor for Administrative Affairs of Jeonnam-Gwangju Unified Special City, stated, "The first Regulatory Reform Council marks our first voyage toward becoming a leading city in regulatory liberalization." Vice Mayor Hwang added, "We will foster an environment where high-tech industries grow rapidly without regulatory hurdles." Jeonnam-Gwangju announced it held its first Regulatory Reform Council meeting on September 2 to deliberate the '2026 Regulatory Innovation Plan.'
The council merges the previously separate regulatory reform committees of Jeonnam Province and Gwangju Metropolitan City. Reorganized under the Special Act, the committee comprises 25 members, including 15 private experts who were officially appointed during the session.
The meeting reviewed the draft 'Ordinance on Regulatory Liberalization,' which establishes special regulatory exemptions for local strategic industries such as semiconductors, AI, and energy, alongside a 5-year regulatory review clause and immunity provisions for public-interest administration.
Furthermore, the council deliberated the 2026 Innovation Plan and reviewed four local regulations, including management ordinances for the Wando Natural Recreation Forest and Abalone Farming Island.
Jeonnam-Gwangju Unified Special City stated that it plans to build a communication network with the Prime Minister's Support Committee to deliver prompt regulatory exemptions for regional industries.
