Lee Eok-weon, Chairman of the Financial Services Commission (FSC), stated, "Inclusive finance is about establishing fair systems so that capable individuals are not pushed out of competition." Chairman Lee added, "The introduction of the Small Business Credit Bureau (SCB) system, which evaluates growth potential through non-financial data, aligns with this purpose, and we will continuously refine the system based on field feedback." The FSC announced on September 2 that it held an on-site meeting at Industrial Bank of Korea to review the pilot operation of the SCB system.

The meeting was arranged to inspect the implementation of the SCB system, which evaluates small businesses' future growth potential using non-financial data such as sales, industry sector, and commercial location. The FSC initiated pilot operations with eight banks—including IBK, KB, Shinhan, and Hana—on August 31, with plans to expand the initiative to 16 banks (totaling 2.2 trillion won), including KakaoBank and Toss Bank, in the second half of the year.

Under the SCB framework, small business owners with high growth ratings will receive benefits such as credit rating upgrades, higher loan limits, and interest rate reductions. Participating business owners responded favorably, noting that taking business potential into account allowed them to secure additional working capital and equipment financing that was previously unobtainable under traditional credit evaluation standards.

The FSC stated that it plans to conduct pilot operations through the second half of 2027, evaluate performance outcomes, and expand the SCB framework across policy finance programs, including personal business Saittol loans scheduled for October 2026 and regional credit guarantee foundation evaluations in 2027.
