[전남광주/CTN]최영준 기자= 민형배 전남광주통합특별시장은 "중앙정부가 반도체 투자라는 큰길을 열어준 만큼 지방정부는 산업, 교육, 주거, 교통을 하나의 전략으로 묶어 실행하겠다"라며 "좋은 일자리가 늘어나 사람이 모이고 시민의 삶이 나아지는 지역주도 성장의 성공 모델을 전남광주에서 증명하겠다"라고 말했다. 전남광주통합특별시는 대통령 주재 중앙지방협력회의에서 반도체 산업 중심의 지역 발전 구상을 발표했다고 밝혔다.
통합특별시 발표에 따르면 민 시장은 광주권, 서부권, 동부권을 연계한 반도체 생태계 확장안과 함께, 공공택지 개발 및 복합쇼핑몰 등 정주 여건 개선 구상을 제시했다.
특히 서남권 반도체 클러스터와 관련해 용수·전력·부지 조성을 단축하겠다며 정부 차원의 직접 지정을 공식 건의했다.
지자체장이 대통령 주재 회의에 참석해 지역의 핵심 첨단 산업 육성 방향을 설명하고 중앙정부의 정책적 지원을 요청하는 것은 지자체의 정례적인 수용성 확보 활동이다.
그러나 구체적인 기업 투자 확약이나 실재하는 입지·전력 공급책도 없이 '전격전'이나 '압도적 성장' 같은 거창한 수식어를 동원해 장밋빛 청사진만 늘어놓는 것은 과장된 공치사 정치에 가깝다는 비판을 피하기 어렵다. 단순한 특구 직지정 요구나 개념적 구상 발표에 주력할 것이 아니라, 반도체 기업들이 실제로 입주할 수 있는 구체적인 인센티브안과 실현 가능한 용수·전력 인프라 대책으로 정책의 실효성을 증명해야 한다.
