추 지사는 이어 "경기도민들에게 양질의 주택이 속도감 있고 더 완성도 있게 공급될 수 있도록 책임감을 가지고 추진하겠다"라고 덧붙였다.

경기도는 추미애 도지사가 오는 2027년 12월 첫 입주를 앞둔 고양 창릉 공공주택지구를 찾아 주택 건설, 교통 대책, 군부대 이전 및 토양정화 등 주요 현안을 점검했다고 9월 28일 밝혔다.

정부의 '주택 신속공급 방안' 발표에 발맞추어 진행된 이번 현장 점검은 창릉지구의 사업 지연 요인을 사전 차단하고, 입주 초기 주민 불편을 최소화하기 위한 관계기관 협력 체계를 강화하고자 마련되었다.

추 지사는 현장에서 신혼부부 등 초기 입주자의 생활 여건을 고려해 유치원 개원 시기를 맞출 것을 당부하는 한편, 출퇴근 교통난 해소를 위해 대도시권광역교통위원회와 철도, 일반 버스, 간선급행버스체계(BRT) 연계 대책을 적극 협의하겠다고 밝혔다.

이어 창릉지구 전체 면적의 약 27%를 차지하는 군 부대 이전 대상지와 토양환경 정화사업 추진 현황도 함께 점검했다. 이날 점검에는 민경선 고양특례시장, 김성회 국회의원, 경기도의원, 한국토지주택공사(LH), 경기주택도시공사(GH) 관계자들이 동행했다.

정부가 추진 중인 '토양환경보전법 시행규칙' 개정이 완료되면 오염 토양의 외부 반출 정화가 가능해져 후속 공공주택 건설 공사 기간이 대폭 단축될 것으로 예상된다. 이에 경기도는 제도 시행 즉시 사업에 착수할 수 있도록 사업비 산정 및 정화 방식 등 사전 협의를 철저히 준비할 것을 당부했다.

경기도는 국방부, LH, GH, 고양도시관리공사, 한국농어촌공사 등 관계기관과 지속적인 공조를 통해 군부대 이전과 토양정화 사업 일정을 관리하고, 3기 신도시 주택 공급이 차질 없이 이뤄지도록 행정력을 집중할 계획이다.

Governor Choo emphasized that not only transportation but also green spaces and self-sufficiency functions must be sufficiently supported during the housing supply expansion process, noting, "Because the move-in volume increases significantly more than originally expected, extraordinary transportation measures proportional to or greater than that increase are necessary. Roads may become insufficient compared to the original design, and if the floor area ratio is raised, securing green spaces proportionally is also required."

Next, Governor Choo visited the military unit relocation site within the Changneung District to inspect the status of unit relocation and soil environment purification projects. On this day, Gyeongseon Min, Mayor of Goyang Special City, Member of the National Assembly Seong-hoe Kim, Gyeonggi Provincial Council members, and officials from Korea Land and Housing Corporation (LH) and Gyeonggi Housing and Urban Corporation (GH) joined the inspection.

The military facility site in the Goyang Changneung District spans approximately 2.2 million square meters, accounting for about 27% of the total project area of 8.12 million square meters. Because subsequent construction for public housing can proceed only after completing military unit relocation and soil purification, the relocation and purification schedule is closely linked to the overall new town project timeline.

Accordingly, the 'Enforcement Rule of the Soil Environment Conservation Act,' which the government is pursuing to amend, was handled as a major issue at the site. The amendment rule pursued by the government contains a special exception allowing contaminated soil to be moved outside for purification regardless of whether construction has commenced, through a request from the Minister of Land, Infrastructure and Transport and consultation with the Minister of Climate, Energy and Environment in the case of public housing projects. Once the amendment takes effect, it is expected to pave the way for conducting soil purification off-site, helping advance subsequent projects.

Governor Choo requested that matters requiring consultation among related agencies, such as purification methods and project cost calculation and sharing, be prepared in advance so that purification can begin swiftly after the system takes effect. Furthermore, noting that most of the 3rd stage new towns including Goyang Changneung, Namyangju Wangsuk, and Hanam Gyosan are being created in Gyeonggi Province, she expressed her sense of responsibility to ensure quality housing is supplied to residents with speed and completeness.

Gyeonggi Province plans to continuously monitor the progress of military unit relocation and soil purification with related organizations including the Ministry of National Defense, Korea Land and Housing Corporation (LH), Gyeonggi Housing and Urban Corporation (GH), Goyang Urban Management Corporation, and Korea Rural Community Corporation, working together to resolve issues that could affect the project schedule.
