Choi Eun-ok, Vice Minister of Education, stated, "This project will serve as an opportunity for universities to concentrate their capabilities on specialized fields through autonomous structural reform and provide high-quality education to students," adding, "We will support private universities with financial aid and regulatory relaxations so they can push forward specializations and strengthen their competitiveness."
The Ministry of Education (Minister Choi Kyo-jin) announced on October 12 the selection results for the '2026 Specialized Leading University Development Project' to cope with declining school-age populations and rapid industrial shifts. The initiative was newly established to help private universities build sustainable specialization models aligned with regional industrial demands.
A total of 33 institutions—16 general universities and 17 junior colleges—were selected. The designated universities will receive approximately 600 billion KRW over five years from 2026 to 2030, alongside regulatory exemptions. Selected schools will boldly restructure their departments around core competitive areas such as semiconductors, physical AI, and aviation while reducing student quotas by more than 3% by the 2030 academic year.
The Ministry of Education plans to finalize the list after an appeals period, maintaining strict post-project management through annual performance evaluations and differential funding allocations.
