Training Covers Understanding Out-of-School Youth and Practical Inspection of Youth-Harmful Businesses… “Developing Professional Volunteer Protectors for Youth”
The Chungnam Youth Harmful Environment Monitoring Council, chaired by Ga Geum-hyeon, held its second training session of 2026 on October 7 at the small auditorium of the Chungnam Human Resources Development Institute.
The training was designed to strengthen the expertise and field-response capabilities of members of the Youth Harmful Environment Monitoring Groups and to help them more effectively protect young people from harmful environments.
The first lecture was delivered by Im Jeong-in, a team leader at the Chungnam Social Service Agency’s Out-of-School Youth Support Center, under the theme “Understanding Out-of-School Youth.”
Im explained the concept and current status of out-of-school youth, various reasons why young people leave school, and the characteristics and challenges they may face after leaving the formal education system. The lecture emphasized the importance of developing a proper understanding of out-of-school youth and providing greater support and social attention.
The second lecture was given by Lee Su-hyeon, team leader of the Entertainment and Business Investigation Team at the Chungnam Provincial Police Agency, under the theme “Practical Inspection and Enforcement of Youth-Harmful Businesses.”
Lee provided detailed information on the inspection and prevention of youth-harmful environments, key provisions of the Youth Protection Act, relevant laws and regulations, practical inspection procedures by business type, precautions during field inspections, and the methods and limitations of activities conducted by Youth Harmful Environment Monitoring Groups.
In particular, practical examples and response methods for situations that monitoring members may encounter in the field were introduced, providing useful guidance for their actual activities.
The training focused on strengthening the expertise of monitoring members and improving their knowledge and field-response capabilities for youth protection activities.
However, only a small number of representatives from each local monitoring group, including group leaders, were able to participate due to budget constraints, leaving some disappointment over the limited participation.
Chairman Ga Geum-hyeon said, “I hope today’s training will broaden our understanding of young people and serve as an opportunity to strengthen our ability to protect them more carefully in the field.”
He added, “Young people are our future. Each member of the monitoring groups should become a reliable guardian within the local community so that young people can grow up safely and healthily without being exposed to harmful environments.”
He further emphasized, “The work of the Youth Harmful Environment Monitoring Groups is not simply about enforcement or guidance. It is a professional volunteer activity aimed at creating a safer environment for young people. Strong administrative support is needed so that more monitoring members can receive systematic training.”
Since the launch of its 12th executive council last year, the Chungnam Youth Harmful Environment Monitoring Council has conducted training sessions twice a year, in the first and second halves of the year, with the cooperation of Chungcheongnam-do and the Chungnam Human Resources Development Institute.
The programs provide members with knowledge about youth-related policies and laws, harmful environments, and practical inspection and guidance activities, contributing to the continued development of their capabilities.
Chairman Ga Geum-hyeon also plans to issue certificates of completion to members who participate in the training, helping to enhance their pride and status as monitoring members while developing them into professional volunteers dedicated to protecting young people from harmful environments.
Meanwhile, the Chungnam Youth Harmful Environment Monitoring Council plans to hold a joint campaign in Dangjin on November 21 following the College Scholastic Ability Test (CSAT), along with an awards ceremony recognizing outstanding monitoring members who have contributed to improving youth environments and protecting young people throughout the year.
