국세청, "체납관리단이 확인한 것은 숫자가 아닌 사람"

국세청, 29일 모범 실태확인원 21명 및 체험수기 수상자 22명 시상식 개최
7개 지방청 500명 활동 마무리, 전국 133개 세무서 5,500명 등 현장 활동 지속

[국세청/CTN]가요진 기자= 임광현 국세청장은 "국가가 국민을 먼저 찾아가는 체납관리단 활동은 여러분들이 생각하는 것 이상으로 중요한 일"이라며 "여러분이 확인한 것은 숫자가 아닌 사람이고, 그것이 바로 성실하게 세금을 납부하는 분들을 지키고 우리 사회의 내일을 준비하는 일"이라고 강조했다.

이어 "체납관리단 활동은 한 번도 해보지 않은 일이었지만 여러분이 뜨거운 열의로 힘을 모아준 덕분에 다양한 성과를 낼 수 있었다"라며 "실태확인원 여러분과 함께한 소중한 시간에 감사드리며, 빛나는 내일을 응원하겠다"라고 밝혔다.

국세청(청장 임광현)은 9월 29일 '모범 실태확인원 포상 및 체험수기 수상자 시상식'을 열고, 헌신적으로 활동한 국세 체납관리단 실태확인원과 체험수기 공모전 수상자 및 가족들을 초청해 감사와 격려를 전했다고 발표했다. 이번 행사는 7개 지방청 국세 체납관리단 활동 종료(10월 8일)를 앞두고 현장에서 납세자를 직접 마주해 온 실태확인원들을 응원하기 위해 마련됐다.

지방청 체납관리단 활동 종료 이후에도 전국 133개 세무서의 5,500명 규모 국세·국세외 체납관리단이 현장 활동을 이어가며, 10월에는 4,000명의 국세외수입 체납관리단도 추가 배치될 예정이다. 이날 포상을 받은 모범 실태확인원 21명은 동료 평가와 운영·동행 공무원 평가, 성과평가 등을 거쳐 선발됐다. 국세청은 체납관리단 운영을 통해 고의적 납부 기피자 식별과 맞춤형 징수뿐만 아니라, 경제적 어려움에 처한 체납자를 발굴해 지자체 및 경찰 등과 연계·지원하는 사회적 성과도 거두었다고 평가했다.

한편, 체험수기 공모전에는 316명이 참여해 현장 일화를 공유했으며 총 22편이 수상작으로 선정됐다. 국세청은 수상작과 우수 사례를 교육자료 및 사례 모음집으로 활용하고, 고의적 세금 회피자에 대해서는 재산추적 조사 등 엄정 조치를 이어가는 한편 생계형 체납자 지원에 최선을 다할 방침이라고 밝혔다.

The National Tax Service (Commissioner Lim Kwang-hyun) announced that on September 29, it held an 'Exemplary Fact-Finder Award and Experience Essay Contest Winners Ceremony' to express gratitude and encouragement to the Tax Arrears Management Team fact-finders and essay contest winners and their families who have served dedicatedly since March. This event was organized ahead of the conclusion of the 7 regional tax offices' Tax Arrears Management Team activities on October 8 to support fact-finders who met taxpayers closest in the name of the NTS.

Even after regional tax office activities end, 5,500 tax and non-tax arrears management team members across 133 tax offices nationwide will continue field operations started in July, with an additional 4,000 non-tax revenue arrears management team members scheduled for deployment in October. The 21 'exemplary fact-finders' awarded were selected through peer evaluations, operating/accompanying official evaluations, and performance assessments. The NTS evaluated that through operating the management team, it achieved not only targeted collection from intentional evaders but also social support by identifying financially struggling defaulters and connecting them with local governments and police.

Meanwhile, 316 people participated in the experience essay contest held in September, with 22 entries selected as winning works. The NTS plans to select winning works and best practices to use as educational materials and casebooks, maintaining strict measures such as asset tracking for intentional evaders while doing its best to offer hope to citizens facing life difficulties.
