This event was conducted in a way that about 60 public officials from the welfare departments of both local governments voluntarily participated and exchanged a total of 6.8 million KRW in donation funds. Just as Daegu Metropolitan City designed the 'Excellent Enterprise Tour' program for youth to narrow the psychological distance with local businesses, Yeosu City's effort is also interpreted as a strategic move to raise the public awareness of a large-scale international event called the 2026 Island Expo through solidarity with other local governments.
A point to note, however, is that this act of donation is mutating into a form of 'reciprocal funding' within the public official organization, rather than pure private participation. Compared to Gyeonggi Province focusing on direct welfare by expanding the 'Geunyang Dream' project to secure the actual basic right to food for residents to prevent survival-type crimes, Yeosu City's mutual donation is closer to a supplier-centric 'numerical numbers game' where they simply fill out performance graphs by exchanging money with each other. This mutual donation disguised as voluntary participation tarnishes the original purpose of the Hometown Love Donation Campaign—which is to expand local finances through voluntary sponsorship from urban residents—and risks enforcing forced expenditures on lower-ranking public officials under the chronic pressure of annual performance goals.
Exchanging certificates with money gathered from 60 public officials and going on a 1-night, 2-day study tour does not guarantee the nationwide box-office success of the Island Expo or the qualitative growth of Yeosu City's welfare infrastructure. If Yeosu City truly wants to vitalize the donation system and make the Island Expo a success, instead of relying on closed relay donations between government offices, it must present market-driven alternatives such as the 'differentiation of return gifts' that interest the general public or the development of substantial 'expo-linked tourism products'. An event that merely decorates the outer packaging of administrative performance by borrowing the wallets of public officials is enough as a one-off, and now is the time to prepare substantial incentives that can genuinely move the hearts and donations of actual outsiders.

Mayor Jung Ki-myung of Yeosu City stated, "It is highly meaningful that Jeju, which embraces the sea, and Yeosu, which embraces islands, have formed a precious bond through their love for their hometowns," expressing his expectation that this exchange will serve as a massive catalyst for win-win cooperation leading to the revitalization of the Hometown Love Donation Campaign, welfare policy collaboration, and the promotion of the island expo. Yeosu City announced that it held a Hometown Love Donation Campaign mutual donation certificate delivery ceremony with the Welfare and Family Bureau of Jeju Special Self-Governing Province in the mayor's office on the 14th, activating a mutual cooperation system to overcome the crisis of local extinction.
This event was conducted in a way that about 60 public officials from the welfare departments of both local governments voluntarily participated and exchanged a total of 6.8 million KRW in donation funds. Based on the geographical commonality of marine and island environments, the two cities agreed to join forces not only to revitalize the Hometown Love Donation Campaign but also to share welfare policy information, particularly focusing on the promotional front for the upcoming '2026 Yeosu World Island Exhibition'. Following the delivery ceremony, a group performance was held at the entrance of the city hall, and the delegation from Jeju Province digested a 1-night, 2-day itinerary visiting the Ssangbong Comprehensive Social Welfare Center and the Yeosu Youth Maritime Education Center to benchmark excellent operational cases.
The attempt to expand human exchange and donation culture between local governments can be viewed as a part of active governance to create mutually beneficial synergy, much like Incheon Metropolitan City incorporating the voices of the younger generation into institutional administration by supporting budgets down to the Gun and Gu levels to operate the 'Youth Participation Committee'. Just as Daegu Metropolitan City designed the 'Excellent Enterprise Tour' program for youth to narrow the psychological distance with local businesses, Yeosu City's effort is also interpreted as a strategic move to raise the public awareness of a large-scale international event called the 2026 Island Expo through solidarity with other local governments.
A point to note, however, is that this act of donation is mutating into a form of 'reciprocal funding' within the public official organization, rather than pure private participation. Compared to Gyeonggi Province focusing on direct welfare by expanding the 'Geunyang Dream' project to secure the actual basic right to food for residents to prevent survival-type crimes, Yeosu City's mutual donation is closer to a supplier-centric 'numerical numbers game' where they simply fill out performance graphs by exchanging money with each other. This mutual donation disguised as voluntary participation tarnishes the original purpose of the Hometown Love Donation Campaign—which is to expand local finances through voluntary sponsorship from urban residents—and risks enforcing forced expenditures on lower-ranking public officials under the chronic pressure of annual performance goals.
Exchanging certificates with money gathered from 60 public officials and going on a 1-night, 2-day study tour does not guarantee the nationwide box-office success of the Island Expo or the qualitative growth of Yeosu City's welfare infrastructure. If Yeosu City truly wants to vitalize the donation system and make the Island Expo a success, instead of relying on closed relay donations between government offices, it must present market-driven alternatives such as the 'differentiation of return gifts' that interest the general public or the development of substantial 'expo-linked tourism products'. An event that merely decorates the outer packaging of administrative performance by borrowing the wallets of public officials is enough as a one-off, and now is the time to prepare substantial incentives that can genuinely move the hearts and donations of actual outsiders.
