조달청(청장 백승보)은 국립세종수목원에서 열린 '한국정책학회 추계학술대회'에 참가하여 공정조달 확립을 위한 정책 실행 사례와 성과를 발표하고 향후 발전 방향을 논의했다고 밝혔다. 조달청은 공공조달시장의 두 축인 중앙조달과 자체조달시장의 자율·책임성 강화를 위해 추진해 온 제도적 성과를 학계와 공유했다.
발표에서는 기존 신고 중심 조사 체계에서 탈피해 데이터 기반 직권조사를 도입하고, 조사 방해 행위에 대한 과태료 부과 등 제재 수단을 강화한 중앙조달 혁신 사례가 제시됐다. 아울러 관리 사각지대에 놓여 있던 자체조달 수요기관의 부당행위에 대해 시정요구 및 제도개선 권고 권한을 신설하는 등 시장 공정성을 다각도로 높인 패러다임 전환 과정을 상세히 다뤘다.
이번 행사에서는 상명대학교 김영미 교수가 좌장을 맡고 학계 전문가들이 토론자로 참여해 조달 정책의 실효성에 대해 의견을 나누었다. 조달청은 토론에서 제기된 제언을 향후 조달 정책 방향 수립에 적극 반영할 예정이라고 밝혔다.
