복잡한 비자 제도 알기 쉽게! 교육부, 교사용 진로 지도 지침 마련

[교육부/CTN]가요진 기자= 노진영 교육부 학생지원국장은 "안내서가 복잡한 체류자격 제도로 인해 겪었던 선생님들의 막막함을 해소하는 데 도움이 되길 바란다"라며 "외국 국적 학생들의 진로 설계와 정주를 돕는 실질적인 정보 제공 체계를 더욱 강화하겠다"라고 밝혔다.

교육부(장관 최교진)는 이주배경학생 수가 2026년 기준 21만 838명으로 늘어남에 따라 학교 현장의 어려움을 해소하기 위해 《외국 국적 학생을 위한 체류자격 기반 진로 설계 안내서》를 발간하고 전국 학교에 보급했다고 발표했다.

이번 자료 개발은 외국 국적 학생이 체류자격에 따라 국내에서 허용되는 학업 및 취업 활동의 범위와 체류 기간이 다름에도 불구하고, 체류자격 제도가 복잡해 현장에서 적절한 진로 지도를 하기 힘들다는 의견을 반영해 기획되었다. 예를 들어 F-1-52(방문동거)나 F-3(동반) 미성년 체류자격을 가진 학생이 국내 대학에 진학할 때 D-2(유학) 체류자격으로 변경해야 하는 등 복잡한 비자 변경 절차를 체계적으로 다루었다.

안내서는 외국 국적 초·중등학생과 보호자가 이해하기 쉬운 체류자격 설명과 함께 교사가 진로 상담과 지도에 바로 활용할 수 있는 내용으로 구성되었다. 해당 자료는 다문화교육포털, 모두의 한국어, 성결대학교 이주배경학생 연구센터 누리집에서 전자파일 형태로 내려받을 수 있다.

아울러 교육부는 교원들의 이주배경학생 지도 역량을 강화하기 위해 중앙교육연수원 배움누리터에 온라인 연수 과정을 개설해 운영 중이다. 현재 《이주배경학생 체류자격에 따른 진로 설계 지도법》, 《외국 국적 학생 학적관리의 이해》, 《이주배경학생 한국어지도법》 등 현장 맞춤형 강좌가 진행되고 있다.

증가하는 이주배경학생들이 맞춤형 진로 교육과 행정적 지원을 통해 국내 사회에 안정적으로 정주하고 역량을 발휘할 수 있을지 기대를 모은다.

The material can be downloaded as an electronic file from the Multicultural Education Portal, Everyone's Korean, and the Sungkyul University Research Center for Students from Multicultural Backgrounds website.

In addition, to strengthen teachers' capacity to guide students from multicultural backgrounds, the Ministry of Education has opened and is operating online training courses on the National Institute for Lifelong Education's Learning Portal. Currently, customized courses for the field, such as "Career Design Guidance According to Residence Status of Students from Multicultural Backgrounds," "Understanding Academic Record Management for Foreign-National Students," and "Korean Language Teaching Methods for Students from Multicultural Backgrounds," are underway.

Noh Jin-young, Director-General of the Student Support Bureau at the Ministry of Education, stated, "I hope this guide will help resolve the frustration teachers experienced due to the complex residence status system." Director-General Noh added, "We will further strengthen the practical information delivery system to assist foreign-national students with career design and settlement."

Expectations are gathering on whether the increasing number of students from multicultural backgrounds will be able to stably settle into Korean society and demonstrate their capabilities through tailored career education and administrative support.
