무인주유기 문턱 높았던 셀프주유소, 정부에 제도 마련 권고

[인권위/CTN]가요진 기자= 국가인권위원회는 "셀프주유가 일상적인 주유 방식으로 자리 잡는 과정에서 장애인이 겪는 어려움 해소와 편의 증진이 시급하다"라며 "무인화·자동화 진행에 따른 접근성 공백을 보완하고 실질적으로 동등한 이용 여건을 마련할 필요가 있다"라고 밝혔다.

인권위는 이어 "장애인이 독립적으로 이용할 수 있도록 물리적·정보적 접근성을 확보하고, 독립 이용이 어려운 경우에는 즉시 필요한 인적 지원을 받을 수 있도록 관계 부처의 정책적 노력이 이어져야 한다"라고 강조했다.

국가인권위원회(위원장 안창호)는 셀프주유소 이용 시 장애인이 겪는 불편을 해소하고 접근성을 보장하기 위해 보건복지부장관과 산업통상자원부장관에게 관련 제도 및 정책 개선 방안을 마련하라는 의견을 표명했다고 밝혔다.

이번 의견 표명은 휠체어를 이용하는 지체장애인이 "최근 셀프주유소가 늘어나고 있으나 직원이 없어 주유에 큰 어려움을 겪고 있다"라며 제기한 진정에서 비롯되었다. 인권위 장애인차별시정위원회는 구체적인 피해 사실 명시 부족 등으로 해당 진정 자체는 각하했으나, 셀프주유소 증가에 따른 장애인 이동권 및 접근성 보장 차원에서 정책 검토에 나섰다.

인권위는 먼저 보건복지부와 산업통상자원부에 셀프주유소 내 호출 버튼이나 인터폰 등 지원 요청 설비를 설치하고, 종사자의 인적 지원이 원활히 이루어질 수 있도록 급유 지원 운영 지침을 수립해 사업자에게 안내할 것을 권고했다.

또한 무인주유기를 안전하고 독립적으로 이용할 수 있도록 단차 없는 바닥, 충분한 회전 공간, 조작이 용이한 화면·결제 단말기 높이, 주유건 및 호스 위치 등 물리적 accessibility 요소를 반영한 설치·운영 및 검증 기준을 마련해 시행할 것을 요청했다.

인권위 조사 결과 장애인들은 주유기 높이나 결제 방식뿐만 아니라 주유건과 호스 조작, 주유구 개폐, 비상시 지원 요청 등 다양한 단계에서 물리적·정보적 장벽을 겪는 것으로 나타났다. 이에 따라 정부 차원의 표준화된 가이드라인과 인적 지원 체계 마련이 시급하다는 지적이 나온다.

지자체 차원의 단발성 사업을 넘어 정부 차원의 종합적인 기준이 마련되어 장애인들의 일상 속 주유소 이용 편의가 대폭 개선될 수 있을지 귀추가 주목된다.

The NHRCK (Chairperson Ahn Chang-ho) officially announced that it expressed its opinion to the Minister of Health and Welfare and the Minister of Trade, Industry and Energy to prepare measures to improve related systems and policies in order to resolve inconveniences experienced by persons with disabilities when using self-service gas stations and to guarantee their accessibility.

This opinion expression stemmed from a petition filed by a person with physical disabilities using a wheelchair, stating, "Recently, self-service gas stations are increasing, but there are often no staff available, causing great difficulty in refueling." Although the NHRCK Disability Discrimination Remedy Committee dismissed the specific petition due to a lack of specified concrete damage facts, it initiated a policy review to guarantee mobility and accessibility rights for persons with disabilities amidst the rise of self-service gas stations.

First, the NHRCK recommended to the Ministry of Health and Welfare and the Ministry of Trade, Industry and Energy that assistance request facilities, such as call buttons or intercoms, be installed at self-service gas stations, and that operational guidelines for refueling assistance be established and provided to self-service gas station operators so that staff assistance can be smoothly rendered.

Furthermore, to enable persons with disabilities to use unmanned fuel dispensers safely and independently, the NHRCK requested the establishment and implementation of installation, operation, and verification standards reflecting physical accessibility elements, such as stepped-free floors, sufficient turning space, screen and payment terminal heights allowing direct operation, and reachable positions for fuel nozzles and hoses.

According to the NHRCK's investigation, persons with disabilities experience various physical and informational barriers across multiple stages, not limited to dispenser height or payment methods, but also extending to nozzle and hose operation, fuel cap opening and closing, and emergency assistance requests. Consequently, there are growing calls for standardized government guidelines and human assistance frameworks.

Attention is focused on whether comprehensive government-level standards, moving beyond one-off local government projects, will be established to significantly improve day-to-day convenience for persons with disabilities at gas stations.
