[보건복지부/CTN]가요진 기자= 이형훈 보건복지부 제2차관은 "본 협의체에서 우리나라 제약산업의 현주소를 공유하고 치열한 논의를 통해 향후 성장을 이끌어갈 제약산업의 육성·발전 방향이 마련되기를 기대한다"라고 말했다.
공동위원장인 노연홍 한국제약바이오협회 회장은 "제약바이오 기업들이 제시한 의견이 충분히 반영되어 산업 생태계 전반이 발전하는 계기가 되기를 기대한다"라고 밝혔다.
보건복지부는 제약산업의 현안을 공유하고 경쟁력을 강화하기 위해 관계부처, 전문가, 공공기관 등이 참여하는 '제1차 제약산업 혁신 민·관협의체' 회의를 9월 2일 개최했다고 밝혔다.
복지부 제2차관과 한국제약바이오협회장을 공동위원장으로 하는 이번 협의체는 총 21명으로 구성됐다.
협의체는 혁신형 및 준혁신형 제약기업 육성, 의약품 판매위탁사(CSO) 관리 강화, 제네릭 중심 기업의 규모화, 바이오신약 개발 촉진, AI 활용 신약 개발 및 제조 혁신 등을 주요 과제로 논의한다.
특히 복지부는 연구개발 투자 유망 중소·벤처기업을 지원하기 위해 '준혁신형 제약기업' 제도를 도입하고 지정 기업에 제네릭 의약품 약가 우대 혜택을 제공할 계획이며 지난 7월 개정된 법령에 따라 2026년 하반기 혁신형 제약기업 신규 인증 신청을 9월 18일까지 받아 오는 12월 최종 확정·고시할 예정이라고 밝혔다.

To support promising small and mid-sized ventures, the ministry plans to introduce a 'semi-innovative pharma' designation offering preferential drug pricing benefits for generic medicines.
The ministry added that applications for new 'innovative pharma' certifications under revised standards are open through September 18, with final approvals scheduled for December.
