[CTN/사회]가금현 기자= 주꾸미 금어기가 해제되면서 바다를 찾는 낚시객이 늘고 있는 가운데 경기 화성 입파도와 충남 당진 해상에서 레저보트 기관 고장 사고가 잇따라 발생해 평택해양경찰서가 각별한 주의를 당부했다.

평택해양경찰서(서장 허경준)에 따르면 지난 1일 하루 동안 관내 해상에서 모터보트 2척과 고무보트 2척 등 총 4척의 레저보트가 기관 또는 추진기 고장으로 운항이 불가능해지는 사고가 발생했다.

이날 오전 9시 52분께 경기 화성시 입파도 서방 약 1.5해리 해상에서는 낚시를 하던 모터보트 A호(1.1톤·승선원 5명)의 기관이 고장 났다.

A호는 이날 오전 6시 30분께 전곡마리나를 출항해 입파도 인근에서 낚시를 하던 중 기관 경고등이 켜진 뒤 시동이 걸리지 않았다. 이후 인근을 순찰하던 평택해경 경비정을 발견하고 손을 흔들어 구조를 요청했다.

현장에 출동한 평택해경은 A호를 계류해 안전을 확보하고 기관 상태를 확인한 결과 엔진오일 누유로 추진기 작동이 불가능한 상태임을 확인했다.

해경은 승선원 5명의 건강상태와 구명조끼 착용 여부 등을 확인했으며, 운항자를 제외한 승선원 4명을 경비정에 탑승시켜 안전을 확보했다. 승선원 모두 건강에는 이상이 없는 것으로 확인됐다.

같은 날 레저보트 기관 고장 사고는 잇따랐다.

오전 10시 18분께 충남 당진화력 인근 해상에서는 승선원 2명이 탑승한 고무보트의 시동이 꺼진 뒤 재시동되지 않아 표류하는 사고가 발생했다.

오후 2시 48분께에는 장고항 북방 약 0.5해리 해상에서 낚시 중이던 고무보트가 엔진 고장으로 운항이 불가능해져 해로드 앱을 통해 신고했다.

이어 오후 4시 25분께 경기 화성시 입파도 인근 해상에서는 승선원 2명이 탄 모터보트가 레저활동을 마치고 입항하던 중 원인을 알 수 없는 기관 고장으로 시동이 꺼졌다.

평택해경은 각 신고를 접수한 즉시 경비정과 연안구조정 등을 현장에 급파해 승선원의 안전을 확보했다. 이후 해양재난구조선과 민간 예인선 등을 섭외해 사고 선박들을 안전한 항·포구까지 예인했다.

다행히 이날 발생한 4건의 사고에서 승선원 모두 구명조끼를 착용하고 있어 인명피해는 발생하지 않았다.

평택해경은 주꾸미 금어기 해제 이후 본격적인 주꾸미 낚시철을 맞아 낚시어선뿐 아니라 개인 모터보트와 고무보트 등을 이용하는 낚시객이 증가할 것으로 예상하고 해양사고 예방을 위한 안전관리를 강화할 방침이다.

특히 소형 레저보트는 기관 고장이 발생할 경우 바람과 조류에 의해 빠르게 표류할 수 있어 충돌이나 좌초 등 2차 사고로 이어질 가능성이 큰 만큼 출항 전 철저한 점검이 필요하다고 강조했다.

평택해경은 레저활동객들에게 ▲출항 전 엔진오일·연료·배터리 등 기관 상태 점검 ▲기상 및 조석정보 사전 확인 ▲승선원 전원 구명조끼 착용 ▲휴대전화 등 비상연락 수단 확보 ▲해로드 앱 설치 및 사용법 숙지 ▲기관 고장 등 긴급상황 발생 시 무리한 자체 조치보다 신속한 신고 등을 당부했다.

허경준 평택해양경찰서장은 "주꾸미 낚시철을 맞아 모터보트와 고무보트 등 소형 레저선박을 이용하는 낚시객이 증가하면서 기관 고장과 표류 사고도 함께 늘어날 수 있다"며 "바다에서는 작은 기관 고장도 기상과 조류 상황에 따라 큰 사고로 이어질 수 있는 만큼 출항 전 장비를 철저히 점검하고 반드시 구명조끼를 착용해 주시길 당부드린다"고 말했다.

As the seasonal fishing ban on webfoot octopus ended and more anglers began heading out to sea, four recreational boats suffered engine or propulsion failures in waters off Ipado in Hwaseong, Gyeonggi Province, and Dangjin, Chungcheongnam-do, prompting the Pyeongtaek Coast Guard to urge heightened safety precautions.
According to the Pyeongtaek Coast Guard, a total of four recreational boats—including two motorboats and two rubber boats—experienced engine or propulsion failures within its jurisdiction on September 1, leaving them unable to navigate.
At approximately 9:52 a.m., a 1.1-ton motorboat carrying five people suffered an engine failure about 1.5 nautical miles west of Ipado, Hwaseong.
The boat had departed Jeongok Marina at around 6:30 a.m. and was fishing near Ipado when an engine warning light came on and the engine failed to restart. The occupants spotted a Pyeongtaek Coast Guard patrol vessel nearby and requested assistance by waving their hands.
Coast Guard personnel secured the boat and inspected the engine, determining that an engine oil leak had made the propulsion system inoperable.
The Coast Guard checked the health of all five passengers and confirmed that they were wearing life jackets. Four passengers, excluding the operator, were transferred to the patrol vessel for safety. No one was injured.
Other recreational boat engine failures occurred in succession that day.
At approximately 10:18 a.m., a rubber boat carrying two people lost engine power near the Dangjin Thermal Power Plant and began drifting after the engine failed to restart.
At 2:48 p.m., another rubber boat carrying anglers suffered an engine failure about 0.5 nautical miles north of Janggo Port and reported the incident through the Haeroad application.
At around 4:25 p.m., a motorboat carrying two people also experienced an unexplained engine failure near Ipado while returning to port after completing its recreational activities.
The Pyeongtaek Coast Guard immediately dispatched patrol vessels and coastal rescue boats after receiving each report. It secured the safety of the passengers and arranged for marine disaster rescue vessels and private towing boats to tow the disabled vessels safely to nearby ports.
Fortunately, all passengers involved in the four incidents were wearing life jackets, and there were no casualties.
The Pyeongtaek Coast Guard expects the number of anglers using not only fishing vessels but also private motorboats and rubber boats to increase during the peak webfoot octopus fishing season following the lifting of the seasonal fishing ban. It plans to strengthen maritime safety measures to prevent accidents.
The Coast Guard particularly emphasized that small recreational boats can drift rapidly under the influence of wind and currents when an engine fails, potentially leading to secondary accidents such as collisions or groundings. Thorough inspections before departure are therefore essential.
The Pyeongtaek Coast Guard advised recreational boat users to ▲check engine oil, fuel, batteries and other engine components before departure; ▲check weather and tide information in advance; ▲ensure that all passengers wear life jackets; ▲carry mobile phones and other emergency communication equipment; ▲install the Haeroad app and familiarize themselves with its functions; and ▲make an immediate emergency report rather than attempting risky self-repair when an engine failure or other emergency occurs.
Pyeongtaek Coast Guard Chief Heo Kyung-jun said, “As more anglers use small recreational vessels such as motorboats and rubber boats during the webfoot octopus fishing season, engine failures and drifting accidents may also increase.”
He added, “At sea, even a minor engine failure can lead to a major accident depending on weather and current conditions. We urge everyone to thoroughly inspect their equipment before departure and always wear a life jacket.”
