Jae-sung Yoo, Acting Commissioner General of the Korean National Police Agency, highlighted the administrative measures, stating, "Through this system improvement, we will ensure that investigators carry out their duties based on law and principles without improper external influence." The agency announced it will revamp and trial its 'Prohibition on Case Inquiries' and 'Prohibition on Private Contacts' starting September 1.

The reform comes in response to recent internal misconduct, including leakage of investigation details and official secrets, aiming to strengthen internal control over undue influence on active cases. The agency finalized the plan through discussions involving its reform committee and Criminal Procedure Act follow-up task force.

Under the new guidelines, case inquiries that could undermine fair processing are strictly forbidden. The scope of managed targets expands from former and current police officers to external figures, including unappointed attorneys and law firm staff. Officers who relay or make improper case inquiries will face disciplinary action.

Furthermore, inquiries from unappointed attorneys will be scrutinized for potential violations of the Attorney Ethics Charter or the Improper Solicitation and Graft Act. Officers who receive unauthorized inquiries face mandatory reporting duties and are subject to disciplinary measures if they fail to report.

Concurrently, rules regarding private contact will be codified into the KNPA Code of Conduct. Officers are banned from meeting private individuals involved in cases—such as suspects, victims, or legal counsel—or operators of illegal establishments outside of official duties.

Central police authorities restructuring internal guidance and undergoing trial runs prior to codifying official codes of conduct represent a routine administrative function in police oversight and internal governance.

The KNPA plans to operate the trial system until the official revision of the Code of Conduct in early October, issuing warnings for violations while granting commendations to officers who voluntarily report improper inquiries.
