서산시 이완섭 시장이 최근 논란이 되고 있는 광주 제1전투비행단 예하 3개 비행대대의 분산 배치 방침에 대해 정부와 지역 간 신뢰를 바탕으로 한 상생 해법 마련을 강력히 촉구했다.

이 시장은 광주 군 공항 전력의 분산 배치가 불가피할 경우를 대비해 정부에 세 가지 핵심 사항을 요청했다.

첫째, 서산공항이 오는 2028년 차질 없이 개항할 수 있도록 예비타당성조사와 상관없이 국가 정책적으로 강력히 추진해 줄 것을 촉구했다.

둘째, 추가적인 군 전력 배치가 서산공항의 건설과 개항, 향후 운항에 어떠한 지장도 초래하지 않도록 명확하고 책임 있는 대책 마련을 당부했다.

셋째, 군용기 운항 증가에 따른 소음 등 주민 생활에 미칠 영향을 철저히 검토하고, 모든 과정과 대책을 지역 주민들에게 투명하게 공개하고 설명할 것을 요구했다.

앞서 이 시장은 지난 19일 자신의 사회관계망서비스(SNS)를 통해 "광주 군 공항 전력의 분산 배치가 국가 정책상 불가피하다면, 서산공항 역시 2028년 개항이 이뤄질 수 있도록 국가 정책적 추진이 필요하다"고 명확한 입장을 밝힌 바 있다.

이어 서산공항이 단순한 서산시만의 지방 공항에 그치지 않고, 충남의 하늘길을 열어 지역 균형 발전을 견인할 충남도민 전체의 숙원 사업임을 강조했다.

최근 국방부 등에서 광주 제1전투비행단 예하 3개 비행대대를 예천·서산·충주 등으로 분산 배치하는 방안이 검토되면서, 서산 지역 사회에는 새로운 변수가 떠오른 상태다.

서산공항은 2028년 개항을 목표로 공군 제20전투비행단의 기존 활주로를 활용해 여객터미널, 계류장, 진입도로, 주차장 등을 신설하는 핵심 사업이다.

이에 따라 이 시장은 군 전력이 추가 배치될 경우 서산공항 시설을 공유해야 하는 만큼, 민·군 항공기 간의 운항 여건과 안전성, 주민 소음 피해 등 다각적인 영향에 대해 면밀한 사전 검토 조치가 선행되어야 한다고 당부했다.

Seosan Mayor Lee Wan-seop strongly urged the central government to establish a genuine win-win solution based on mutual trust with local communities regarding the proposed redistribution of three fighter squadrons under the Gwangju 1st Fighter Wing.
Mayor Lee outlined three crucial demands to the central government should the relocation of the Gwangju military air base assets prove unavoidable:
First, he urged the central government to push forward the Seosan Airport project as a national policy priority—regardless of the preliminary feasibility study results—to ensure its scheduled opening by 2028.
Second, he demanded clear and reliable countermeasures to ensure that additional military deployments do not interfere with the construction, opening, or future flight operations of Seosan Airport.
Third, he requested a thorough review of the impact on residents' living conditions, particularly increased noise levels from additional military flights, along with complete transparency in communicating these plans and mitigation measures to local citizens.
Earlier on the 19th, Mayor Lee clarified his position via his social media account, stating, "If the redistribution of Gwangju military air base assets is inevitable due to national policy, Seosan Airport must also be pursued as a national policy to ensure it opens in 2028."
He emphasized that Seosan Airport is not merely a local municipal project for Seosan City, but a long-cherished dream of all South Chungcheong Province residents aimed at opening regional airways and accelerating balanced national development.
Uncertainties have emerged recently as plans to relocate three fighter squadrons under Gwangju's 1st Fighter Wing to Yecheon, Seosan, and Chungju are being reviewed.
The Seosan Airport project aims for a 2028 opening by utilizing the existing runway of the ROK Air Force 20th Fighter Wing, building new facilities including a passenger terminal, apron, access road, and parking lots.
Mayor Lee stressed that since sharing the runway facilities with additional military units could impact civil and military aviation safety, flight conditions, and noise pollution for nearby residents, rigorous advance impact assessments must be conducted.
