[방미통위/CTN]가요진 기자= 천지현 방송미디어진흥국장이 방송영상 데이터 개방 소식을 전하며 "방송영상은 한국적인 문화와 정서, 고도의 제작 기술과 전문성이 집약된 인공지능 산업의 핵심 자산이다"라며 "앞으로도 다양한 산업 분야에서 방송영상이 활용될 수 있도록 고품질의 인공지능 학습데이터를 지속적으로 구축, 공개할 계획이다"라고 밝혔다.
방송미디어통신위원회(위원장 김종철)와 한국전파진흥협회(협회장 홍범식)는 방송영상 인공지능 학습용 데이터 일부를 교육 및 연구용으로 개방한다고 발표했다. 방통위에 따르면 이번에 공개되는 데이터는 한국지능정보사회진흥원의 '인공지능 허브 안심 구역'을 통해 정식 제공된다.
그동안 지식재산권, 초상권, 저작인접권 등의 문제로 활용이 어려웠던 고품질 영상 데이터를 보안 통제 환경에서 활용할 수 있도록 지원한다는 취지다. 개방 대상은 영상 및 이미지 이해, 배경 및 인물 생성, 제작 환경 고도화 등 10개 유형으로 구성된 총 117만 여 건의 데이터다. 해당 데이터는 사전 이용 신청과 승인 절차를 거치면 무료로 활용할 수 있다고 덧붙였다.
이처럼 지적재산권 이슈로 접근이 제한적이었던 방송영상 데이터를 AI 학습용으로 전환해 연구자들에게 보안 환경 내에서 활용할 길을 열어준 것은 데이터 산업 저변 확대 차원에서 의미 있는 시도로 평가된다.
다만 국민 누구나 자유롭게 이용할 수 있다고 홍보하면서도 정작 까다로운 사전 신청과 승인 절차를 거쳐 지정된 안심 구역 안에서만 제한적으로 쓰게 만든 것은 사후약방문식 생색내기 행정이라는 비판을 피하기 어렵다. 복잡한 절차와 통제 중심의 보여주기식 데이터 개방을 넘어, 현장에서 실제로 손쉽게 활용하고 국민에게 더욱 가깝게 다가갈 수 있는 현실성 있는 대안이 마련되어야 할 것으로 보인다.
