통합특별시 집계에 따르면 지난 5일 기준 폭염으로 인한 가축 폐사 규모는 12만 4천여 마리로 집계됐다. 이는 지난해 같은 기간 발생한 20만 9천 마리의 약 59% 수준이다.

지자체는 올해 총 218억 원의 예산을 투입해 환풍기 및 안개분무기 설치, 가축재해보험 가입 지원, 고온스트레스 완화제 공급, 축사 지붕 열차단재 도포 등 7개 폭염 예방사업을 추진하고 있다. 지난 6월에는 추경예산 30억 원을 추가 확보해 완화제를 신속 공급했다. 아울러 소방본부 및 축협과 협력해 17개 농가에 125톤의 긴급 급수를 지원하고 63개 농가에 지붕 물뿌리기를 시행했다. 시군 담당자와 생산자단체가 참여한 대책회의를 개최해 피해 현황을 점검하고 건의사항을 수렴했다고 덧붙였다.

이처럼 폭염 특보가 지속되는 상황에서 축산 농가의 유동성 부담을 덜고 예방 물품 지급과 긴급 급수 지원을 펼치는 것은 당장의 가축 폐사 확산을 막기 위한 현장 조치로 평가된다.

다만 이미 12만 마리가 넘는 가축이 고온에 폐사했음에도 전년 대비 비율을 들먹이며 성과를 홍보하거나, 248억 원이라는 거액의 예산을 쓰고도 살수차를 동원해 물을 뿌리는 수준의 미봉책에 의존하는 것은 전형적인 생색내기 행정이라는 비판을 면하기 어렵다. 연례행사처럼 반복되는 폭염 재난을 근본적으로 극복하려면 일회성 약품 배부나 현장 방문 행사 대신, 축사 고온 차단 신기술 도입 지원 확대와 스마트 축사 전환 보조금 인상 등 구조적 대안이 마련되어야 할 것으로 보인다.

While distributing emergency supplies and coordinating water trucks during an ongoing heatwave offers a plausible narrative for active crisis response, skepticism remains.

Critics argue that framing a situation where over 120,000 animals have already died as a relative success simply because figures are lower than last year borders on reactive showmanship. To deliver real results beyond short-term water spraying and routine site visits, Jeonnam-Gwangju Integrated Special City must establish concrete policy alternatives, such as expanding direct subsidies for smart-climate barn upgrades and structural thermal insulation infrastructure.
