[¿µ¹®¹ø¿ª ±â»ç-AIȰ¿ë]

Sam-seok Han, Secretary General of the Anti-Corruption and Civil Rights Commission (ACRC), stated in an official release on August 4, "For civil complaints involving multiple administrative agencies, close communication and cooperation between agencies are paramount. Going forward, the ACRC will faithfully serve as the command center for proactive administration, breaking down agency silos and resolving problems from the public's perspective." The ACRC, chaired by Il-yeon Jeong, announced that it has successfully mediated complex civil complaints that were delayed due to multi-agency jurisdictional disputes.

According to the ACRC, the first case involved wheel damage caused by a lane control pole on a road near Gwacheon Citizen's Square. Because the road's ownership and occupancy were divided among the Government Employees Pension Service, the Gwacheon Government Complex Management Office, and Gwacheon City, the agencies repeated jurisdictional arguments five times, delaying compensation. The ACRC convened representatives to finalize an agreement between Gwacheon City and the Management Office to process the compensation.

The second case concerned property damage caused by neglected trees on the Gyeongui Line railway land in Goyang City. Overgrown trees caused boundary walls on private property to collapse, but action was delayed due to ambiguous maintenance contract scopes. Following the ACRC's intervention, the Ministry of Land, Infrastructure and Transport, KORIL, and Korea National Railway agreed to remove the trees by August and amend their landscaping management guidelines. The ACRC added that it will institute immediate mediation mechanisms for future multi-agency complaints.

While coordinating multi-agency disputes to resolve long-standing public grievances and amend regulations offers a plausible narrative for administrative improvement, skepticism remains.

Critics argue that local authorities and public corporations ignoring clear property damage until the ACRC steps in borders on reactive showmanship. To deliver real results beyond symbolic mediation after public harm has occurred, the ACRC must establish concrete policy alternatives, such as implementing a legally binding agency assignment system for complex grievances and enforcing strict administrative penalties for bureaucratic delay tactics.
