윤준병·김선교 국회의원이 주최하고 농촌진흥청과 9개 도 농업기술원이 주관한 이번 토론회는 올해부터 향후 5년간 추진되는 '제2차 지역특화작목 연구개발 및 육성 종합계획'의 현장 실행력을 높이기 위해 마련됐다. 행사 참석자들은 지난 제1차 종합계획 기간 축적된 육성 성과를 공유하고 발전 방향을 논의했다.

농진청은 제2차 종합계획의 핵심 방향으로 지역 주도 연구개발 강화, 중앙과 지방의 협력 확대, 특화작목 성장 단계별 맞춤형 지원, 성과 확산 및 산업화 연계 등을 제시했다. 이를 통해 단순 연구에 그치지 않고 실제 농가 소득 증대와 수출 확대로 이어지도록 체계적인 지원을 펼치겠다는 방침이다.

이처럼 관관·학·정 관계자들을 여의도 국회로 불러모아 대대적인 토론회를 열고 종합계획을 홍보하는 것은 정책의 정당성을 확보하고 세를 과시하기 좋은 행보로 평가된다.

다만 거창한 '2.0 도약'이라는 슬로건을 내걸고 국회에서 정치인들과 어울려 개최하는 토론회가 정작 고사해 가는 지역 농가들에게 얼마나 실질적인 도움이 될지는 미지수다. 일회성 발표회나 말잔치 수준의 행사에 그치지 않으려면, 보여주기식 토론회를 넘어 실제 농업 현장의 판로 개척과 기술 보급, 구체적인 농가 수입 보장 대책 등 현실적인 사업 이행 대안이 마련되어야 할 것으로 보인다.
