인천시에 따르면 이번 행사는 9월 개최 예정인 '2026 인차이나포럼' 연계 프로그램으로, 20명의 청년 참가자들이 개항장과 송도 일대를 둘러본 뒤 촬영한 사진과 영상을 SNS에 게시하는 방식으로 진행됐다.

시는 이번 탐방 외에도 청년 아이디어 논문 공모전과 시민아카데미 등 다양한 시민 참여형 대중국 프로그램을 연중 운영하고 있다는 점을 강조했다.

지방정부가 국제 행사 개막에 앞서 홍보 서포터즈를 모집하고 관내 주요 명소 탐방을 지원하는 것은 지자체의 흔한 행사성 홍보 방식이다.

그러나 대학생 20명을 모아 하루 남짓 지역 명소를 견학하게 한 소규모 단기 행사를 두고, 마치 대단한 '대중국 교류협력 성과'인 양 포장하는 것은 알맹이 없는 홍보 행정이라는 지적을 피하기 어렵다. 단순한 청년들의 개인 SNS 게시물 수량이나 탐방 행사 개최를 실적으로 내세울 것이 아니라, 국제정세 속에서 실질적인 지역 경제 활성화로 이어질 수 있는 구체적인 대중국 통상·교류 성과로 행정의 실효성을 증명해야 한다.
