[인천/CTN]주대호 기자= 남영희 인천시 글로벌정무부시장이 현장 점검을 마친 뒤 "폭염은 무엇보다 예방이 중요한 재난인 만큼 어르신들이 안전하고 쾌적하게 여름을 보낼 수 있도록 무더위쉼터 운영과 취약계층 보호에 빈틈이 없도록 하겠다"라며 "현장의 목소리를 지속적으로 수렴해 시민 안전을 최우선으로 폭염 대응에 최선을 다하겠다"라고 밝혔다. 인천광역시는 재난취약계층을 비롯한 시민의 건강과 안전을 보호하기 위해 남영희 부시장이 7월 31일과 8월 6일 두 차례에 걸쳐 폭염 대비 현장 점검에 나섰다고 발표했다.

인천시에 따르면 이번 방문은 역대급 폭염으로 온열질환자가 급증함에 따라 시가 추진 중인 '2026년 폭염 종합대책'의 현장 이행 상황을 점검하기 위해 추진됐다.

남 부시장은 7월 31일 무더위쉼터인 남동구 서창어울마당을 찾아 시설별 냉방 상태를 살펴보고 수영장 이용 어르신들의 애로사항을 청취했다. 이어 8월 6일에는 미추홀구 용현3동 행정복지센터 주민라운지와 용현5동 분회경로당을 차례로 방문해 어르신들의 안부를 살피고 폭염특보 발령 시 야외활동 자제를 당부했다. 시는 오는 9월 30일까지 무더위쉼터 및 폭염안심숙소 운영, 양산 대여, 도로 살수차 운행 등 폭염 대책을 이어갈 방침이라고 덧붙였다.

이처럼 폭염 특보가 이어진 상황에서 지자체 간부가 직접 무더위쉼터 운영 실태를 점검하고 이용객들의 의견을 들으며 폭염 대책 이행 현황을 확인하는 것은 현장 행정을 강화하는 조치로 평가된다.

다만 폭염 환자가 연일 속출하는 상황에서 에어컨이 잘 나오는 관공서와 경로당 몇 곳을 둘러보며 야외활동을 피하라는 식의 상투적인 당부나 건네는 것은 사후약방문식 생색내기 행정이라는 비판을 피하기 어렵다. 단발성 현장 방문과 생색내기식 사진 찍기 행사를 넘어 진짜 도움이 필요한 폭염 취약계층을 보호하려면, 경로당과 쉼터에 대한 실질적인 냉방비 직접 지원 확대와 정전·냉방기 고장 대비 비상 전력망 구축, 독거노인을 위한 방문 간호 인력 대폭 증원 등 실질적인 대안이 마련되어야 할 것으로 보인다.

Critics argue that visiting well-air-conditioned public facilities to deliver basic verbal warnings while heat-related casualties mount borders on reactive showmanship. To deliver real results beyond symbolic photo opportunities, Incheon City must establish concrete policy alternatives, such as directly expanding electricity bill subsidies for vulnerable households, strengthening emergency power protocols for cooling centers, and deploying additional visiting healthcare personnel for isolated elderly residents.
