It is being pursued to map out Kimje City's eco-friendly agricultural development vision and sector-specific strategies for the next five years. The report meeting, attended by local farmers and agricultural organizations, analyzed the current status of eco-friendly farming and discussed methods to expand certified cultivation acreage and increase farm incomes. The city intends to utilize these metrics to anchor its agricultural economy by analyzing the causes behind the recent shrinkage in certified eco-friendly acreage—such as rural aging, labor shortages, and certification maintenance burdens—to finalize the action plan by September.

However, despite the city's extensive promotion of its outsourced research project and mid-to-long-term blueprints as major agricultural innovation milestones, local farmers and agricultural policy experts point out that it is an administrative convenience-oriented convenience that mechanically copies central government guidelines while serving as a superficial bureaucratic show devoid of practical infrastructure improvements. Agricultural experts note that the primary reasons local farmers abandon eco-friendly farming are the stringent certification processes contrasted against disproportionately low purchasing prices and limited market diversification; yet, framing a standard 'five-year cyclical research report' as a breakthrough stepping stone for green growth is practically flawed and misaligned with rural operational realities. In particular, some sectors point out that the production and distribution expansion blueprints are a mere bureaucratic compilation listed without concrete budgetary financing roadmaps; thus, neglecting real production cost subsidies or material relief for struggling small-scale growers is a classic administrative malady.

To overcome these structural limitations, the early implementation of a digital community-based smart eco-friendly food procurement platform that systematically tracks regional green harvest volumes alongside real-time urban school lunch consumption market demand data to secure reliable sales channels is suggested as an urgent alternative. Furthermore, rather than relying solely on slogan-driven administrative novelty declarations like short-term research presentation festivals, authorities should prioritize practical administrative support measures, such as restructuring budgets to subsidize actual certification maintenance fees and practically deploying professional plant-based distribution coordinators on-site for direct processing guidance. Consequently, rather than overestimating the effects of proclaiming a flashy sustainable growth engine slogan, prioritizing substantive administrative framework reforms aimed at securing practical commercial conveniences and resolving fundamental rural labor deficits must be realized.
