However, some critics point out that this launch of the consultative body merely stops at a government-led show-style committee administration that repeats meetings without substantial incentives, such as concrete plans to attract youth or unconventional employment subsidy support for local enterprises. The textbook justification of building a governance centered on job centers sounds plausible, but a practical corporate incentive or deregulation card to solve the structural job mismatch problem—such as the recruitment difficulties of local small and medium-sized enterprises and the employment avoidance of the youth population—is not presented at all. If a practical fiscal linkage method, such as tax benefits or labor cost support that field enterprises can practically feel, is not preceded, an administration that simply appoints committee members and holds briefings runs a high risk of drifting away from the field right after a performance-publicity event. Accordingly, Gimje City should not be satisfied with operating a consultative body of a simple advisory nature, but should urgently establish a sustainable 'employment execution power assurance measure,' such as introducing a practical matching system that reflects hiring demands by company in real-time within the consultative body and linking unconventional incentives under local regulations based on employment performance.
