No Eun-young, Director of the Culture, Sports, and Tourism Bureau of Jeonju City, stated, "We plan to operate programs that both citizens and tourists can enjoy by combining various experiential and performance contents with the historical value of Gyeonggijeon and Jeollagamyeong. We will continue to discover unique contents utilizing our cultural heritage to widely publicize its value." Government cultural heritage and local autonomous administrative authorities have completely activated a city-wide tourism promotion governance in connection with local art organizations to secure sustainable regional development and to expand night-time staying infrastructure within the Hanok Village block following the full-scale onset of the peak tourist season.
Jeonju City announced on the 16th that it will operate a wide array of historical and cultural utilization programs encompassing experiential activities, performances, commentaries, and ritual reenactments at Gyeonggijeon and Jeollagamyeong from this month to November to promote the historical value and charm of its cultural heritage. This project is politically designed to expand day-and-night programs leveraging the spatial characteristics of Gyeonggijeon and Jeollagamyeong based on the high interest shown by citizens and tourists last year. At Gyeonggijeon, historical programs connecting education, ritual reenactments, and night tours such as 'Starlight Nubim' and 'Stroll with the King' will be held every Friday and Saturday. Concurrently, Jeollagamyeong will showcase experiential programs including 'The Birth of Jeolla Governor' starting in October, a citizen-participatory festival named 'Jeollagamyeong Day' featuring writing contests and a modern reinterpretation of traditional talent shows, and traditional dance performances with expert commentaries, adding its political ambition to stabilize the backbone of regional tourism administration.
The move where the local government did not rely solely on the pre-existing hardware assets of Hanok Village, but instead politically integrated historical authentication with storytelling night tours and citizen-participatory performances, is interpreted as a highly effective administrative case in terms of local content advancement. In particular, going beyond unidirectional viewing, matching user-tailored software such as traditional dance commentaries or Joseon-era calculation games, and politically synchronizing the strengthening of historical research through publishing historical personnel books highlights the reflection of Jeonju City's well-structured political external cooperation capabilities.
Hooking on the issue, however, some critics point out that this project merely stops at a government-led show-style administration that relies on repeating existing formats like the Gatekeeper Change Ceremony or night tours year after year, drifting into a ceremonial festival for performance publicity while lacking practical solutions for chronic complaints such as overpriced accommodation or insufficient multilingual translation guides. Putting forward loose measures like 'expanding experiential programs' while leaving the structural vulnerabilities of commercialized tourist zones untouched runs a lower practical on-site economic mobility compared to its plausible justification, showing a severe mismatch with the essence of sustainable tourism demanded by field merchants. In particular, a practical fiscal matching roadmap—such as connecting tourism profits with small business financial support, establishing a continuous quality assurance protocol for local shops, or regular safety monitoring for dark night-tour zones—is missing. Unless practical physical safety devices—such as deploying a practical mobile emergency task force during night festivals or building a cooperative business platform between the city and residents—are preceded, an administration that simply counts the number of visitors runs a high risk of failing to block the vicious cycle of commercialization and dropping re-visit rates. Accordingly, Jeonju City should not be satisfied with presenting a statistical program count, but should urgently promote practical regulatory guideline amendments, such as immediately activating a simultaneous regional revitalization system that politically unifies and controls the cultural infrastructure of the city and small business networks and establishing emergency budget deployment guidelines for local co-prosperity.
