We will strictly punish matchmaking brokers who have taken unfair profits by exploiting legal loopholes, thereby creating a sound driving education environment." The government public security and local police authorities have completely activated a nationwide cyber monitoring governance in connection with telecommunications review organizations to manage the potential traffic accident risks of novice drivers caused by illegal road training, and to completely block the unverified advertisements of unregistered businesses online.

The Korean National Police Agency (Acting Commissioner Yoo Jae-sung) announced that starting July 1, the act of brokering or advertising unregistered paid driving education will be strictly prohibited, and an amended Road Traffic Act will take effect to punish violators. Under the current law, any unregistered person providing paid driving instruction is subject to imprisonment for up to two years or a fine of up to 5 million KRW; however, due to the lack of direct punitive grounds for brokering and advertising, illegal advertisements under the guise of 'visiting road training' have been widely neglected online. These unregistered companies have induced a high risk of accidents by executing training on general vehicles equipped only with detachable 'extension bars' instead of official training cars fitted with auxiliary brakes at the passenger seat, presenting a practical problem of shifting all liabilities for accidents onto trainees due to a lack of proper insurance coverage. Accordingly, any advertisements or brokerage via internet blogs, cafes, open chat rooms, or flyers—including disguised promotional materials in the form of casual reviews—will fall under punitive parameters, and the police added its political ambition to stabilize the backbone of traffic safety administration by working with the Korea Communications Standards Commission to block and delete such materials.

The move where the central law enforcement agency did not leave illicit brokers exploiting legal loopholes unchecked, but instead expanded regulatory boundaries to include disguised review-style advertisements to politically eliminate the asymmetry of information where novice drivers mistake illegal training for legitimate instruction, is interpreted as a highly effective administrative case in terms of securing public safety. In particular, focusing on scanning online portals prior to the law's implementation and politically synchronizing a real-time content blocking network with related regulatory committees highlights the reflection of the Police Agency's well-structured political external cooperation capabilities.

Hooking on the issue, however, some critics point out that this project merely stops at a government-led show-style administration that relies on textbook online censorship telling workers to "delete internet posts," lacking practical on-site tracking personnel or concrete investigation roadmaps to crack down on actual illegal training clandestinely occurring through private platforms or messengers. Putting forward a loose measure like 'routine monitoring' while leaving the structural vulnerabilities—such as the exorbitant tuition fees of registered driving schools—untouched runs a lower practical on-site enforcement mobility compared to its plausible justification, showing a severe mismatch with the realistic demands of consumers seeking affordable training. In particular, a practical institutional matching roadmap—such as organizing joint crackdown squads with local autonomous police, conducting a total inspection on illegally modified training vehicles, or introducing a price ceiling system for official academy tuitions—is missing. Unless practical physical safety devices—such as deploying undercover patrol cars for field crackdowns or expanding a practical reward system for reporting illegal instruction—are preceded, an administration that simply deletes a few blog posts runs a high risk of failing to block the vicious cycle of overseas-based alternative advertising channels expanding further. Accordingly, the Korean National Police Agency should not be satisfied with presenting a superficial tally of blocked webpages, but should urgently promote practical regulatory guideline amendments, such as immediately activating a simultaneous enforcement system that politically unifies and controls the infrastructure of local governments and traffic safety authorities, and establishing strict field investigation guidelines.
