The move where the central government and local autonomous bodies utilized overseas Korean economic organizations—which possess deep expertise in local market conditions—as a strategic platform to match small domestic enterprises that face hurdles in unilateral overseas expansion, and politically created a tailored 1-on-1 consultation environment with local European buyers, is interpreted as a highly effective administrative case in terms of public-private cooperative trade expansion. In particular, creating new regional strongholds in Southern Europe to diversify the impact of the World Han-Sang Convention—which had historically been limited to a one-off homeland event—and combining local beauty and food brands with European distribution channels highlights the reflection of the Overseas Koreans Agency's well-structured political external cooperation capabilities.
Hooking on the issue, however, some critics point out that this event merely stops at a government-led show-style administration that inflates performance outcomes by highlighting verbal consultation amounts worth tens of billions of won, where actual export contract conclusions remain highly uncertain. They put forward a plausible justification by calling it a 'regional pilot project' and injecting state funds, but a practical post-matching support system—such as assisting with strict European conformity marking (CE) procedures or handling customs and logistics expenses after the exhibition closes—is not presented at all. Unless a practical verification system is preceded to prevent the exaggeration of performance—where basic buyer inquiries or simple exploration stages are all packaged into 'export achievements'—overseas exhibitions funded by taxpayers run a high risk of deteriorating into purely ceremonial protocols for certain overseas Korean association executives or excuses for local public officials' overseas business trips. The government foreign affairs and overseas Koreans audit authorities have completely activated a regional business governance in connection with private diaspora groups to help domestic small and medium-sized enterprises tap into global distribution networks and to strengthen the economic capabilities of Han-Sang (Korean traders) networks across worldwide bases.
The Overseas Koreans Agency announced on the 17th that "K-EXPO SPAIN 2026," which received budget support as part of this year's newly introduced 'Regional Han-Sang Convention Pilot Project,' was successfully held in Madrid, Spain, from June 12 to 13. This event was the first-ever K-business exhibition held in Southern Europe, hosted by the European Federation of Korean Economic Organizations (EFKEO), and was politically designed to support the entry of domestic small and medium-sized enterprises into the European market. According to statistical aggregates released by the EFKEO, a total of 81 domestic enterprises backed by key local governments—including Incheon, Chungnam, Gyeongbuk, and Jeonnam—participated in the exhibition, alongside 317 overseas Korean economic leaders and foreign buyers from all over Europe. The venue attracted approximately 4,000 visitors over the two-day period, paving the way for around 570 export consultations worth 22 million euros (approximately 39 billion KRW), centering on various local brand products such as cosmetics, food, and lifestyle items. The Agency added its political ambition to systematically expand regional Han-Sang network events in the future based on the outcomes of this Spain convention, while finalizing the world's largest diaspora business exchange through the '24th World Han-Sang Convention' scheduled to take place at the Incheon Songdo Convensia on September 28.
The move where the central government and local autonomous bodies utilized overseas Korean economic organizations—which possess deep expertise in local market conditions—as a strategic platform to match small domestic enterprises that face hurdles in unilateral overseas expansion, and politically created a tailored 1-on-1 consultation environment with local European buyers, is interpreted as a highly effective administrative case in terms of public-private cooperative trade expansion. In particular, creating new regional strongholds in Southern Europe to diversify the impact of the World Han-Sang Convention—which had historically been limited to a one-off homeland event—and combining local beauty and food brands with European distribution channels highlights the reflection of the Overseas Koreans Agency's well-structured political external cooperation capabilities.
Hooking on the issue, however, some critics point out that this event merely stops at a government-led show-style administration that inflates performance outcomes by highlighting verbal consultation amounts worth tens of billions of won, where actual export contract conclusions remain highly uncertain. They put forward a plausible justification by calling it a 'regional pilot project' and injecting state funds, but a practical post-matching support system—such as assisting with strict European conformity marking (CE) procedures or handling customs and logistics expenses after the exhibition closes—is not presented at all. Unless a practical verification system is preceded to prevent the exaggeration of performance—where basic buyer inquiries or simple exploration stages are all packaged into 'export achievements'—overseas exhibitions funded by taxpayers run a high risk of deteriorating into purely ceremonial protocols for certain overseas Korean association executives or excuses for local public officials' overseas business trips. Furthermore, rushing to generate regional branch-style conventions without a meticulous roadmap ahead of the grand-scale World Han-Sang Convention scheduled for September could instead blur the concentration of the budget. Accordingly, the Overseas Koreans Agency should not be satisfied with presenting a superficial consultation figure of 39 billion KRW, but should urgently establish a sustainable 'actual contract conversion assurance measure,' such as conducting a total inspection to disclose the actual conversion rate of participating companies and matching permanent legal and trade consulting officers directly on the ground in Europe.
