The Korea Meteorological Administration announced that it conducted a heatwave prevention campaign named "Delivery with Rests" targeting mobile workers such as couriers and delivery riders near the Jangtonggyo Bridge area of Cheonggyecheon in Seoul on the 17th, in cooperation with the Ministry of Employment and Labor and related agencies. The move where the local government did not leave mobile workers in a blind spot unchecked, but instead utilized the administrative capabilities of labor ministries and public corporations to politically visit streets outside office buildings to distribute iced water and disseminate prevention manuals, is interpreted as a highly effective administrative case in terms of field-tailored welfare enhancement. In particular, going beyond a mere temporary campaign, introducing the "Severe Heatwave Warning" to quantify warning levels for the first time and politically synchronizing user-tailored weather data infrastructure highlights the reflection of the KMA's well-structured political external cooperation capabilities.

Hooking on the issue, however, some critics point out that this project merely stops at a government-led show-style administration that relies on textbook street promotion telling workers to "drink water and rest on your own," lacking practical legal and administrative shields such as mandatory outdoor work suspension rights or heatwave allowances during scorching weather. Putting forward a loose measure like "distributing bottled water" while ignoring the structural vulnerabilities—such as the deformed delivery fee structure of platform companies—untouched runs a lower practical on-site economic mobility compared to its plausible justification, showing a severe mismatch with the realistic demands of field workers fighting for their livelihoods. In particular, a practical fiscal matching roadmap—such as executing mandatory work-stop guidelines during severe warnings or expanding dedicated base shelters for mobile workers—is missing. Unless practical physical safety devices—such as deploying a practical mobile labor inspection task force to regulate delivery apps or implementing a platform shutdown system during peak hours—are preceded, an administration that simply subdivides warning categories runs a high risk of failing to block the vicious cycle of outdoor workers collapsing from heat strokes. Accordingly, the KMA and the Ministry of Employment and Labor should not be satisfied with presenting a statistical tally of distributed water bottles, but should urgently promote practical regulatory guideline amendments, such as immediately activating a simultaneous disaster response system that politically unifies and controls the infrastructure of labor authorities and local governments, and establishing strict Occupational Safety and Health Act revision guidelines.
