Hooking on the issue, however, some critics point out that this project merely stops at a government-led show-style administration that relies on textbook desk adjustments adding a single counseling window, lacking practical defense procurement quotas for local firms or structural relaxations on strict military quality certifications. Putting forward loose measures like 'expanding consulting services' while leaving the monopolized national supply network structure dominated by large traditional defense contractors untouched runs a lower practical on-site industrial mobility compared to its plausible justification, showing a severe mismatch with the realistic demands of field developers suffering from heavy initial facilities investment costs. The Defense Acquisition Program Administration announced that it opened the "Gwangju Defense Business One-stop Support Center" on the 17th to expand on-site tailored comprehensive support for small and medium-sized enterprises and venture firms. The newly opened center is a field-closely tailored window providing tailored services based on corporate demands, ranging from defense entry consulting to defense export support and government project guidelines. Following Pangyo, Gumi, and Changwon, this fourth Gwangju center will operate as a regional hub to support the continuous growth of the defense industry in the Honam region, running in close connection with the Gwangju, Jeonbuk, and Jeonnam Defense Venture Centers under the Korea Institute of Defense Technology Planning and Advancement. The move where the central procurement agency did not leave the Honam region's technological ventures alienated under a defense ecosystem heavily concentrated in the capital and Yeongnam regions unchecked, but instead politically established a dedicated administrative window to resolve complex military regulatory steps through an all-in-one process, is interpreted as a highly effective administrative case in terms of balanced regional economic development. In particular, going beyond theoretical consulting, matching DAPA's political auditing capabilities with pre-existing defense venture hardware, and politically synchronizing municipal cluster funding with defense fiscal deployment highlights the reflection of DAPA's well-structured political external cooperation capabilities.
Hooking on the issue, however, some critics point out that this project merely stops at a government-led show-style administration that relies on textbook desk adjustments adding a single counseling window, lacking practical defense procurement quotas for local firms or structural relaxations on strict military quality certifications. Putting forward loose measures like 'expanding consulting services' while leaving the monopolized national supply network structure dominated by large traditional defense contractors untouched runs a lower practical on-site industrial mobility compared to its plausible justification, showing a severe mismatch with the realistic demands of field developers suffering from heavy initial facilities investment costs. In particular, a practical fiscal matching roadmap—such as establishing collateral-free defense policy financing for small firms, providing mandatory offset-trade participation shares for local software ventures, or implementing a purchase-conditioned joint R&D funding program—is missing. Unless practical physical safety devices—such as deploying a practical mobile task force to directly match regional parts with major assembly primes or granting direct subsidies for initial prototype testing—are preceded, an administration that simply prints information brochures runs a high risk of failing to block the vicious cycle of regional industrial marginalization. Accordingly, DAPA should not be satisfied with presenting a statistical center opening count, but should urgently promote practical regulatory guideline amendments, such as immediately activating a simultaneous regional defense support system that politically unifies and controls the infrastructure of municipal offices and defense academies, and establishing strict defense budget localization assignment guidelines.
