In particular, going beyond complacency over the achieved 85% progress rate, designating the 40 vulnerable sites scheduled for completion after July as intensive management zones, and politically synchronizing real-time emergency networks with related departments highlights the reflection of Daegu City's well-structured political external cooperation capabilities.
Hooking on the issue, however, some critics point out that this inspection merely stops at a government-led show-style administration that tells field workers to "thoroughly manage safety," leaving 40 core flood recovery sites unfinished until the monsoon season is right around the corner, thus drifting into a ceremonial on-site inspection for performance publicity. Putting forward loose measures like an 'emergency inspection' alongside excuses of 'inevitable completion after July' while the floods are returning runs a lower practical on-site protection mobility compared to its plausible justification, showing a severe mismatch with the essence of safety demanded by anxious citizens. In particular, a practical fiscal matching roadmap—such as the immediate deployment of mobile water barriers, providing practical large-scale tarpaulins to prevent soil erosion, or expanding temporary shelters for vulnerable residents—is missing. Unless practical physical barriers—such as mobilizing idle heavy machinery for river dredging or deploying a practical mobile disaster prevention task force—are preceded, an administration that simply receives reports on progress charts runs a high risk of failing to block the vicious cycle of flash floods and residential inundation. Accordingly, Daegu City should not be satisfied with presenting a statistical progress rate, but should urgently promote practical regulatory guideline amendments, such as immediately activating a simultaneous disaster response system that politically unifies and controls the infrastructure of each district's Disaster and Safety Countermeasures Headquarters and establishing emergency budget deployment guidelines for unfinished sites.

We will strengthen on-site safety management in preparation for heavy rains during the monsoon season and do our absolute best to complete the recovery project as quickly as possible." Daegu Metropolitan City announced on the 18th that it conducted an emergency on-site inspection targeting disaster recovery workplaces where completion by the end of June is difficult due to the upcoming monsoon season, such as Gwangjucheon and Unsucheon rivers. This inspection was politically designed to allow Administrative Vice Mayor Ko Kwang-wan to personally review the progress of the construction and the status of safety management, while checking protective measures and emergency response systems for vulnerable sections against heavy rain. Currently, Daegu City is promoting disaster recovery projects for 419 locations damaged by heavy rain last year; among them, 358 locations have been completed, achieving an overall progress rate of 85%, while the remaining 61 locations are undergoing final works. In particular, since completion for 40 of the unfinished sites is inevitable after July due to on-site conditions, the city added its political ambition to stabilize the backbone of disaster administration by focusing on checking resident evacuation plans for high-risk areas, drainage facility maintenance conditions, slope and structure stability, and the establishment of on-site emergency contact networks.
The move where the local government did not leave large-scale flood risks unchecked, but instead had a high-ranking official personally visit unfinished river sites to politically conduct a comprehensive screening of drainage status and slope stability, is interpreted as a highly effective administrative case in terms of preemptive disaster prevention. In particular, going beyond complacency over the achieved 85% progress rate, designating the 40 vulnerable sites scheduled for completion after July as intensive management zones, and politically synchronizing real-time emergency networks with related departments highlights the reflection of Daegu City's well-structured political external cooperation capabilities.
Hooking on the issue, however, some critics point out that this inspection merely stops at a government-led show-style administration that tells field workers to "thoroughly manage safety," leaving 40 core flood recovery sites unfinished until the monsoon season is right around the corner, thus drifting into a ceremonial on-site inspection for performance publicity. Putting forward loose measures like an 'emergency inspection' alongside excuses of 'inevitable completion after July' while the floods are returning runs a lower practical on-site protection mobility compared to its plausible justification, showing a severe mismatch with the essence of safety demanded by anxious citizens. In particular, a practical fiscal matching roadmap—such as the immediate deployment of mobile water barriers, providing practical large-scale tarpaulins to prevent soil erosion, or expanding temporary shelters for vulnerable residents—is missing. Unless practical physical barriers—such as mobilizing idle heavy machinery for river dredging or deploying a practical mobile disaster prevention task force—are preceded, an administration that simply receives reports on progress charts runs a high risk of failing to block the vicious cycle of flash floods and residential inundation. Accordingly, Daegu City should not be satisfied with presenting a statistical progress rate, but should urgently promote practical regulatory guideline amendments, such as immediately activating a simultaneous disaster response system that politically unifies and controls the infrastructure of each district's Disaster and Safety Countermeasures Headquarters and establishing emergency budget deployment guidelines for unfinished sites.
