An Gi-wan, Chairman of the 'Citizen Sovereignty Planning Committee for Overcoming Crisis', which is the transition committee for the mayor-elect of the 9th popular election in Yeosu, stated, "Citizens showed greater interest in public livelihood issues, residential conditions, and restoring trust in Yeosu's administration than in tourism projects. We will faithfully reflect the precious voices of citizens in the policies of the 9th popular election to create administrative changes that citizens can practically feel." A basic local autonomous administrative authority, ahead of the launch of the 9th popular election, has set out on all-around policy coordination to minimize the administrative vacuum during the power transition period and to systematically collect public consensus erupted during the election process to politically reflect it in the new mayor's municipal administration philosophy.

The transition committee for the mayor-elect of Yeosu announced on the 18th the results of an in-depth analysis of 92 citizen policy proposals received through online and offline channels during the election campaign period. As concrete detailed proposals, expanding youth housing to block the outflow of the youth population, vitalizing the decrepit original downtown, attracting a general hospital—a long-cherished project—strengthening the competitiveness of the Yeosu National Industrial Complex, expanding corporate investment attraction, and improving convenience facilities for the disabled were derived as political urgent tasks. In particular, in the cultural tourism sector, going beyond the short-term box office success of the '2026 Yeosu World Island Exhibition' held in the current year, there was a strong demand for a paradigm shift into a 'staying tourism city,' such as post-utilization methods for the exhibition site and expanding stay-type tourism infrastructure. The committee added that based on this, it set 'a city where people return,' 'a city with jobs,' and 'a staying tourism city' as the three core directions for the 9th popular election municipal administration, and will activate communication channels until the 25th to gather additional opinions.

The move where the new local government, right before its launch, statistically classified scattered civil complaints raised during the election campaign period and quantified them by core administrative layers such as citizen welfare and urban SOC to politically construct the backbone of the next municipal administration operation plan, is interpreted as a highly effective administrative case in terms of establishing a user-centered democratic governance. In particular, politically linking the post-utilization of the Island Exhibition and the stay-type model to break through the passing-by tourism structure—which was a chronic limitation of Yeosu—and combining the industrial economic engine of the industrial complex with the youth residential infrastructure to design a macro urban ecosystem restoration direction highlights the reflection of the transition committee's well-structured political planning capabilities.

However, some critics point out that this announcement of the analysis results merely puts a packaging of public livelihood to emphasize the new mayor's reform image right after the election, while stopping at a declaration-style, cataloging administration that fails to present concrete state funding methods or local government available fiscal sharing structures for huge mid-to-long term tasks that require hundreds of billions of won, such as 'attracting a general hospital' or 'expanding youth housing.' They presented a splendid vision to faithfully capture the voices of citizens, but a budget priority matching roadmap on how to practically implement these numerous livelihood pledges simultaneously is missing under the massive administrative and fiscal burden of the '2026 Yeosu World Island Exhibition' that has come right in front of them and the resulting deterioration structure of fiscal independence. If they sweepingly pack civil-style proposals into the municipal administration plan like a department store without a cold screening process to verify the feasibility of funding right from the transition committee stage, it could invite a drop in political trust where pledges are broken or delayed in a row, blocked by realistic budget barriers right after launching. Accordingly, the Yeosu mayor transition committee should not be satisfied with the external slogan setting of the three municipal administration directions, but should clearly separate daily civil complaints that can be immediately executed from mid-to-long term investment tasks, and with top priority, establish an effective 'fiscal implementation plan' such as matching external cooperation funds with enterprises in the Yeosu National Industrial Complex.
