The authorities intend to utilize these metrics to anchor maritime safety networks by conducting joint campaigns with the Korea Coast Guard and local governments to curb the annual toll of 100 casualties, having already distributed high-mobility inflatable vests across the sector.

However, despite the ministry's extensive promotion of its equipment distribution records and tightened administrative fines as major safety infrastructure milestones, vessel owners and maritime operational analysts point out that it is an administrative convenience-oriented convenience that relies on rigid enforcement while completely omitting the high-temperature humidity of summer harvesting zones or structural space deficits of small craft, serving merely as a superficial bureaucratic show. Fishery experts note that for coastal fishermen handling nets and ropes under extreme heat, wearing bulky flotation gear continuously increases the risk of entanglement or heat exhaustion; yet, framing a simple '3-million-won maximum fine penalty' as a breakthrough preventative framework is practically flawed and misaligned with real-world coastal operations. In particular, some sectors point out that the provided inflatable vests suffer from salt-induced deployment failures while shifting long-term maintenance costs onto struggling mariners; thus, neglecting real solutions for hull stability reinforcement or automated deck monitoring systems is a classic administrative malady.

To overcome these structural limitations, the early implementation of a digital community-based smart maritime life safety integrated monitoring platform that systematically tracks real-time biometric vitals alongside sudden man-overboard telemetry to execute immediate coast guard search routing is suggested as an urgent alternative. Furthermore, rather than relying solely on slogan-driven administrative novelty declarations like short-term citation enforcement festivals, authorities should prioritize practical administrative support measures, such as restructuring budgets to supply structural guardrail enhancements for small-scale coastal craft and practically deploying professional marine rescue coordinators on-site for direct technical guidance. Consequently, rather than overestimating the effects of proclaiming a flashy institutional foundation slogan, prioritizing substantive administrative framework reforms aimed at securing practical commercial conveniences and solidifying field-friendly preventative networks must be realized.
