[Politics/Admin] Seoul City Launches Dual Support for Youth: 'The Dream House+' Housing Supply and 'More Beautiful Wedding' Subsidies
Reporter Geum-hyeon Ga
The Seoul Metropolitan Government is stepping up to provide comprehensive support for the youth by introducing groundbreaking policy alternatives to resolve their biggest concerns: 'housing' and 'marriage.'
'The Dream House+' Steps Forward: 905 Units at 30–50% of Market Rate
Seoul City and the Seoul Housing & Communities Corporation (SH) are officially expanding the supply of public rental housing to stabilize youth housing. SH announced that it is recruiting occupants for a total of 905 units, including 849 units of the first phase of youth purchased rental housing and 56 units of dormitory-type youth housing for 2026. The recruitment announcement will be posted on the SH website at 4 PM on June 26.
This recruitment marks the first implementation of 'The Dream House+,' an integrated youth housing policy brand announced by Seoul City last March. With roughly 90% of youth households in Seoul (1.15 million households) living in rented homes, and the average monthly rent for a studio apartment soaring from 490,000 KRW to 800,000 KRW over the past decade, this serves as a robust safety net. The city aims to supply a total of 74,000 units by 2030.
The 905 units offered this time allow youth to reside for up to 10 years at rent levels around 30% to 50% of the surrounding market price. Notably, 'Dormitory-type Youth Housing (56 units)' for undergraduate and graduate students and 'STEM Talent Growth Housing (17 units)' for researchers at Seoul-based universities are being introduced for the first time to strengthen tailored support.
Applications will be accepted through the SH online bidding system from July 13 (10:00 AM) to July 15 (5:00 PM), and the final winners will be announced on November 20. Move-ins will begin sequentially in December this year.
"Up to 3 Million KRW in Subsidies" for Seoul's Public Wedding Open Events
Alongside the housing measures, Seoul City is launching an unprecedented incentive event for its 'More Beautiful Wedding' project, which reduces the financial burden of marriage for youth and supports unique, personalized weddings.
The project, which opens iconic Seoul landmarks such as parks, Hanok (traditional Korean houses), and Namsan Mountain as wedding venues, has seen surging demand, reaching 548 weddings and reservations this year. To vitalize newly opened public spaces where alternative use cases are rare, the city has decided to fund 'First Wedding Directing Fees' and 'First Wedding Photoshoot Fees.'
First, the city will select 26 prospective couples who will be the first to tie the knot at 35 newly opened venues—including the SETEC Convention Hall and Seoul Forest Seollem Garden—and subsidize up to 3 million KRW in production costs. Applications can be submitted via the online form from June 26 to July 8.
Furthermore, five scenic locations, including the Namsan Hannam Wedding Garden and the Seoul Water Sports Center Rooftop, will be opened as wedding photoshoot sites. The city will run a 'First Wedding Photoshoot Event,' selecting one couple per location (5 couples in total) to receive up to 1 million KRW in photoshoot and directing expenses.
Jin-seok Choi, Director of the Housing Bureau, and Chae-suk Ma, Director of the Women and Family Policy Affairs Bureau of Seoul, stated, "We will do our utmost to provide a stable environment so that our youth can prepare for the future without housing worries, while simultaneously easing the burden on engaged couples by spreading a reasonable and unique wedding culture."
