According to on-site coverage by CTN Reporter Keum-hyeon Ga, Mayor Oh visited the Yangpyeong Shindongah redevelopment site in Yeongdeungpo-gu at 10:30 AM on Thursday, the 16th, to personally oversee progress and listen directly to the financial and administrative concerns of local residents and union members.
This visit represents more than just a routine inspection. It is a powerful demonstration of the city¡¯s resolve to dismantle any remaining bureaucratic hurdles, ensuring that the bold promises of the 'Southwest Mega-Transformation' manifest as tangible, rapid construction and move-ins for local residents.
"The Miracle of Cost Reduction": 199 Additional Units Secured via 400% FAR
Until recently, strict FAR limitations in semi-industrial zones made it nearly impossible to build enough new housing units during reconstruction. This structural issue translated into skyrocketing financial contributions for existing residents, forcing many projects to stall indefinitely.
However, the Seoul Metropolitan Government (SMG) completely changed the game by revising regulations to allow a maximum FAR of up to 400% for residential-dominated pockets within these zones.
Under this new framework, Yangpyeong Shindongah saw its housing capacity swell from 563 units to 762 units—an increase of 199 homes. The expanded general sales quota drastically reduces the out-of-pocket expenses for existing residents, solving the project's financial viability issues at a single stroke. Backed by this massive boost in profitability, the project easily cleared the city's stringent integrated review process last March.
Compressing a 5-Year Process into 4: SMG Deploys Administrative 'Fast-Track'
In addition to the density bonus, Seoul is offering an extraordinary administrative speed boost to save precious time.
Under the direct management of the Second Vice Mayor, the city will run a unified command center. By utilizing direct department-to-department consultations, outsourcing feasibility validations to the Seoul Housing & Communities Corporation (SH), and preemptively filtering delay factors, SMG has vowed to shave an entire year off the standard timeline under the 'Speedy Integration Planning 2.0.'
The administrative phases—including project implementation approval, management-disposal planning, and resident relocation/demolition—will each be shortened by four months, setting Yangpyeong Shindongah on target for groundbreaking in October 2029.
Across the city, a total of 32 sites are actively moving forward with housing projects under these reformed regulations, bringing approximately 27,000 new homes to the market.

With these regulatory changes, Seoul is embarking on a comprehensive modernization of its semi-industrial areas. Key industrial hubs will be upgraded to support high-tech industries, while residential areas will receive premium housing supply integrated with expansive green zones and local social overhead capital (SOC). The ultimate goal is to pioneer a highly integrated "Work, Live, Play (WLP)" urban ecosystem.
