[CTN/사회]가금현 기자 = 충남 당진시 석문국가산업단지 일대에서 추진 중인 3조 3,000억 원 규모의 '당진 LNG생산기지' 건설사업이 주요 평가 절차의 ‘부존재’ 논란에 휩싸이며 지역 사회의 불안감이 증폭되고 있다.

당진시출입기자단(회장 가금현, 이하 당진기자단) 취재 결과, 한국가스공사가 추진하는 이번 사업 과정에서 주민 생명 및 안전과 직결된 핵심 평가 절차가 누락된 정황이 확인됐다.

실제로 당진기자단이 주민 제보를 바탕으로 기후에너지환경부, 국토교통부, 산업통상자원부, 한국가스공사를 상대로 정보공개를 청구한 결과, 해당 사업의 환경영향평가·재해영향평가·해양영향평가 관련 서류가 모두 ‘부존재(기록 없음)’로 공식 답변받았다.

석문산단 내 89만㎡(약 26만 8,000평) 부지에 총 저장용량 270만 kL 규모의 저장탱크 10기와 350m급 대형 LNG선 접안시설, 해상 준설 공사가 수반되는 초대형 국가 기반시설임에도 불구하고, 종합적인 환경·안전 영향 진단 없이 사업이 추진된 셈이다.

이에 지역 주민과 시민사회는 강하게 반발하고 있다.

개인 사업자의 소규모 개발조차 기본적인 영향평가를 거치는 상황에서, 조 단위 국책 사업의 핵심 절차가 통째로 빠진 것은 '당진시민의 안전과 알 권리를 철저히 무시한 행정'이라는 지적이 잇따른다.

특히 사업 부지와 인접한 석문호는 매년 겨울철새 1만 5,000여 마리가 찾는 1급 철새도래지이자 생태계의 보물창고다.

주민들은 청정 생태계 파괴는 물론, 가스 누출이나 폭발 등 비상사태 발생 시 주민 대피 및 안전 대책이 전무하다며 깊은 우려를 표하고 있다.

논란이 확산되자 한국가스공사 측은 당진기자단과의 취재에서 "과거 한국토지주택공사(LH)가 석문산단 전체를 조성할 당시 환경영향평가를 완료했고, 가스공사 부지는 전체 면적의 10% 미만이므로 환경영향평가법상 재협의 대상이 아니다"며 "국토교통부와의 변경협의 및 환경보전방안 수립을 거쳐 절차상 문제가 없다"고 해명했다.

재해영향평가 역시 관련 법적 기준에 해당하지 않는다는 입장이다.

그러나 가스공사 내부 관계자의 발언은 이러한 공식 해명과 배치되며 논란을 더하고 있다.

가스공사 관계자 A는 "전국 여러 LNG 생산기지 중 당진기지만 유일하게 별도의 환경영향평가를 실시하지 않았다"고 밝혀, 행정 편의와 법적 허점을 이용해 평가 절차를 건너뛰었다는 비판을 피하기 어렵게 됐다.

이번 사태는 단순한 행정 절차 해석의 차이를 넘어, 공기업과 관계 부처가 국책 사업이라는 명목 아래 주민의 '알 권리', '안전권', '환경권'을 경시했음을 보여주는 사례로 지적된다.

당진시민들의 반발이 거세지고 있는 만큼, 투명한 정보 공개와 감사원 감사 착수, 그리고 실질적인 안전 대책 마련이 시급한 시점이라는 주장이 설득력을 얻고 있다.

[CTN / Society] Reporter Ga Geum-hyun = Growing anxiety is gripping the region surrounding the Seokmun National Industrial Complex in Dangjin, South Chungcheong Province, as the KRW 3.3 trillion "Dangjin LNG Terminal" construction project faces severe backlash over the total absence of key environmental and disaster impact assessments.
According to an investigation by the Dangjin Press Corps, critical evaluation procedures directly tied to public safety and lives were omitted during the project's execution by the Korea Gas Corporation (KOGAS).
Following reports from local residents, the Dangjin Press Corps submitted official information disclosure requests to the Ministry of Climate, Energy and Environment, the Ministry of Land, Infrastructure and Transport, the Ministry of Trade, Industry and Energy, and KOGAS. Shockingly, all four entities responded with an official status of "Non-existent (No Records)" regarding the project's Environmental, Disaster, and Marine Impact Assessments.
Despite being a massive national infrastructure project spanning 890,000 square meters (approx. 268,000 pyung) to house 10 storage tanks with a total capacity of 2.7 million kiloliters, berth facilities for 350-meter-class LNG vessels, and extensive marine dredging, no comprehensive impact diagnosis was ever conducted.
Local residents and civic groups have voiced strong outrage. They criticize that while even small-scale private developments are required to undergo basic impact assessments, skipping these core procedures in a multi-trillion-won national project represents "administrative negligence that completely disregards the safety and right-to-know of Dangjin citizens."
Concerns are particularly acute regarding Lake Seokmun, located right next to the project site. As a Class-1 sanctuary hosting over 15,000 migratory birds every winter, it serves as a vital ecological treasure. Residents are expressing profound fears over potential ecological destruction, as well as the total lack of evacuation and emergency safety plans in the event of gas leaks or explosions.
As the controversy escalated, KOGAS stated in an interview with the Press Corps that "the Korea Land and Housing Corporation (LH) had already completed an environmental impact assessment when developing the entire Seokmun Industrial Complex." KOGAS added that because its site accounts for less than 10% of the total complex area, it is not subject to re-assessment under the Environmental Impact Assessment Act. KOGAS maintained that procedures were followed lawfully through consultations on minor changes and environmental conservation plans with the Ministry of Land, Infrastructure and Transport, and that a separate disaster impact assessment was not legally required.
However, internal testimony from within KOGAS directly contradicts the official stance. A KOGAS insider, identified as Person A, admitted, "Among all LNG terminals nationwide, Dangjin is the only one built without conducting an independent Environmental Impact Assessment." This statement has fueled further criticism that KOGAS exploited administrative loopholes to bypass essential scrutiny.
This incident transcends a simple difference in legal interpretation, highlighting how public corporations and central government bodies have compromised citizens' rights to information, safety, and a clean environment under the banner of a national project. With resident anger reaching a boiling point, transparent information disclosure, an audit by the Board of Audit and Inspection (BAI), and concrete safety measures are urgently required.
