According to an investigation by the Dangjin Press Corps, critical evaluation procedures directly tied to public safety and lives were omitted during the project's execution by the Korea Gas Corporation (KOGAS).
Following reports from local residents, the Dangjin Press Corps submitted official information disclosure requests to the Ministry of Climate, Energy and Environment, the Ministry of Land, Infrastructure and Transport, the Ministry of Trade, Industry and Energy, and KOGAS. Shockingly, all four entities responded with an official status of "Non-existent (No Records)" regarding the project's Environmental, Disaster, and Marine Impact Assessments.
Despite being a massive national infrastructure project spanning 890,000 square meters (approx. 268,000 pyung) to house 10 storage tanks with a total capacity of 2.7 million kiloliters, berth facilities for 350-meter-class LNG vessels, and extensive marine dredging, no comprehensive impact diagnosis was ever conducted.
Local residents and civic groups have voiced strong outrage. They criticize that while even small-scale private developments are required to undergo basic impact assessments, skipping these core procedures in a multi-trillion-won national project represents "administrative negligence that completely disregards the safety and right-to-know of Dangjin citizens."
Concerns are particularly acute regarding Lake Seokmun, located right next to the project site. As a Class-1 sanctuary hosting over 15,000 migratory birds every winter, it serves as a vital ecological treasure. Residents are expressing profound fears over potential ecological destruction, as well as the total lack of evacuation and emergency safety plans in the event of gas leaks or explosions.
As the controversy escalated, KOGAS stated in an interview with the Press Corps that "the Korea Land and Housing Corporation (LH) had already completed an environmental impact assessment when developing the entire Seokmun Industrial Complex." KOGAS added that because its site accounts for less than 10% of the total complex area, it is not subject to re-assessment under the Environmental Impact Assessment Act. KOGAS maintained that procedures were followed lawfully through consultations on minor changes and environmental conservation plans with the Ministry of Land, Infrastructure and Transport, and that a separate disaster impact assessment was not legally required.
However, internal testimony from within KOGAS directly contradicts the official stance. A KOGAS insider, identified as Person A, admitted, "Among all LNG terminals nationwide, Dangjin is the only one built without conducting an independent Environmental Impact Assessment." This statement has fueled further criticism that KOGAS exploited administrative loopholes to bypass essential scrutiny.
This incident transcends a simple difference in legal interpretation, highlighting how public corporations and central government bodies have compromised citizens' rights to information, safety, and a clean environment under the banner of a national project. With resident anger reaching a boiling point, transparent information disclosure, an audit by the Board of Audit and Inspection (BAI), and concrete safety measures are urgently required.
