최근 제보자 A씨가 서산시 감사부서에 제출한 고충민원과 증언에 따르면, 해당 아파트 103동 29층을 포함한 하부 10개 층 이상에서 100원짜리 동전이 들어갈 수준의 균열이 발생했다고 의혹을 제기됐다.
이에 시공사 측은 국부안전진단을 실시한 후 제보자에게 결과를 설명했으나, A씨는 기존 진단 방식의 실효성에 의문을 제기하고 있다.
특히 균열이 29층부터 하부 세대의 동일한 위치에서 연속적으로 발생했다는 점에서 부실시공 의혹이 증폭되고 있다.
A씨는 "시공사 측이 진행한 슈미트해머 측정 및 표면경도조사만으로는 현 건물의 구조적 문제점을 제대로 점검할 수 없다"며 "투명하고 정확한 의혹 해소를 위해 ▲콘크리트 코어 채취 및 압축강도 시험 ▲정밀구조해석 ▲초음파 및 철근 탐사 ▲변위·기울기 측정 등 고도화된 정밀 안전검사를 시행해야 한다"고 촉구했다.
반면 서산시 관계자는 "제보자의 의견을 바탕으로 관련 검사를 진행했으나 검사 결과 구조적 이상이나 안전상 문제가 없는 것으로 확인됐다"는 입장을 밝혔다.
시공사 관계자 역시 제보자의 주장을 일축했다.
시공사 관계자는 "제보자가 주장하는 바닥 균열 현상은 건물의 뼈대인 구조체가 아닌 비구조체(바닥완충재, 경량기포콘크리트, 시멘트몰탈) 시공 과정에서 자연스럽게 발생한 미세한 실금(수축균열)"이라며 "균열을 메우기 위해 사전 홈파기(보수) 작업을 해둔 것을 제보자가 오인한 것"이라고 해명했다.
이어 "이러한 실금은 103동뿐만 아니라 타 세대 공사 과정에서도 통상적으로 발생하며, 아파트 전체의 구조적 안전에는 전혀 영향이 없다"고 덧붙였다.
이에 대해 주민 B는 "시공사와 승인 권한을 가진 서산시가 무조건 문제없다고 강변할 것이 아니라, 현재 시공된 문제의 비구조체 일부를 걷어내고 내부 구조체 슬래브에 실제로 해당 크기의 균열이 존재하는지 직접 확인하면 아주 쉽게 의혹이 해소될 일"이라고 지적했다.
또 "시공사 측이 거실 천장 슬래브를 조사한 증빙 사진을 제출하고 있으나, 만약 바닥 균열이 천장 슬래브까지 관통되어 전달된 상황이라면 이는 단순 준공 검사가 아니라 철거를 논해야 할 심각한 상황"이라고 꼬집었다.
특히 시공사인 HDC현대산업개발은 지난 2022년 광주 화정아이파크 신축 현장에서 콘크리트 타설 중 동바리(가설 지지대) 무단 철하 및 부실 시공 등으로 외벽이 무너져 내리는 대형 붕괴 사고를 일으킨 바 있어, 서산 센트럴아이파크 입주예정자들의 불안감은 더욱 팽배해진 상태다.

According to a formal complaint and testimony recently submitted to the audit department of Seosan City Hall by whistleblower 'A', cracks wide enough to insert a 100-won coin were discovered across more than 10 floors starting down from the 29th floor of Building 103.
In response, the builder conducted a localized safety evaluation and presented the results to A. However, A strongly questioned the validity of the testing method, arguing that because the cracks appeared continuously at identical locations across lower floors starting from the 29th floor, suspicions of faulty construction have intensified.
A stated, "Tests like the Schmidt hammer method and surface hardness tests conducted by the builder are insufficient to inspect the true structural integrity of the building. To clearly resolve these doubts, advanced precision safety inspections must be conducted, including concrete core sampling and compressive strength tests, detailed structural analysis, ultrasonic and rebar scanning, and displacement/tilt measurements."
Conversely, an official from Seosan City stated, "We conducted relevant inspections based on the whistleblower's opinion, and the results confirmed there are no structural anomalies or safety hazards."
The builder also dismissed the whistleblower's claims. A builder representative explained, "The floor crack phenomenon claimed by the whistleblower occurred on non-structural layers (floor insulation, lightweight foamed concrete, and cement mortar), not on the building's main load-bearing structure. These are natural fine shrinkage cracks, and the whistleblower misunderstood the pre-grooving work done to fill these hairline cracks." They added, "Such hairline cracks commonly occur during plastering across various units, not just in Building 103, and they do not affect the overall structural safety of the apartment at all."
However, an anonymous construction expert pointed out, "Rather than the builder and Seosan City merely insisting everything is fine, this issue can easily be resolved by peeling back a portion of the non-structural layer to directly verify whether such cracks exist on the actual concrete slab underneath."
