Reps. Seong Il-jong, Lee Jong-bae and Kim Hyeong-dong Demand Halt to Temporary Relocation of Gwangju Military Airport
[CTN/Politics] Reporter Ga Geum-hyeon = Three lawmakers from the opposition People Power Party — Seong Il-jong of Seosan-Taean, South Chungcheong Province; Lee Jong-bae of Chungju, North Chungcheong Province; and Kim Hyeong-dong of Andong-Yecheon, North Gyeongsang Province — have strongly criticized plans to temporarily deploy facilities and military personnel from Gwangju Military Airport to Air Force bases in Seosan, Chungju and Yecheon.
The three lawmakers held a joint press conference at the National Assembly Communication Hall on September 10, calling for the immediate suspension of the temporary relocation plan, describing it as a unilateral decision that ignores the suffering of approximately 430,000 residents in the affected areas.
The press conference highlighted the possibility that the long-running dispute over the relocation of Gwangju Military Airport could develop into a broader regional conflict.
Seong Il-jong, who delivered the joint statement on behalf of the lawmakers, argued that residents in the affected areas have already endured decades of military aircraft noise and restrictions on the use of their property.
He strongly criticized the reported plan to temporarily deploy Gwangju Military Airport facilities and military personnel to Seosan, Chungju and Yecheon until the middle of 2028 without sufficient prior consultation with local residents.
¡°We Are Not Opposed to Building Semiconductor Facilities in Honam¡±
Seong stressed that he was not opposed to the construction of semiconductor facilities in the Honam region itself.
However, he argued that the government should not proceed with a major semiconductor project without sufficiently preparing the necessary land, water and electricity infrastructure and then shift additional burdens onto residents of other regions.
He also questioned the enormous scale of the semiconductor cluster project, saying that while an investment of approximately KRW 800 trillion has been discussed, the total cost could approach KRW 1,000 trillion when additional expenses for securing electricity and water are included.
He called for a more cautious approach to a national-scale project of such magnitude.
¡°Are Residents Suffering from Military Aircraft Noise Second-Class Citizens?¡±
Seong also sharply criticized the government's regional development policies.
He questioned whether President Lee Jae-myung was sufficiently aware of the concerns of more than 430,000 residents in Seosan, Chungju and Yecheon, and asked whether citizens in Honam were being treated as people to be served while residents suffering from military aircraft noise were effectively being treated as ¡°second-class citizens.¡±
The remarks were made in the context of the lawmakers' broader argument that development policies for one region should not require residents in other regions to bear additional sacrifices.
The lawmakers also criticized the Ministry of National Defense's reported position that additional noise-impact investigations and compensation measures would be carried out after the temporary deployment in accordance with relevant laws.
Seong argued that conducting additional impact assessments only after deployment would demonstrate that the concerns of local residents had not been sufficiently reflected.
He called for objective impact assessments and meaningful consultations with residents before any deployment takes place.
Concerns Over Additional Burdens on Areas Already Affected by Military Airports
The three lawmakers also argued that the temporary relocation of military airport facilities could negatively affect living conditions and regional development in the affected areas.
Seong said that adding another military airport burden to areas already facing difficulties in regional development could further undermine local development efforts.
They also questioned why Seosan, Chungju and Yecheon were selected as temporary relocation sites and called for transparency, objectivity and fairness in the selection process.
The lawmakers argued that imposing unilateral burdens on particular communities to resolve the Gwangju Military Airport issue could deepen regional tensions.
They emphasized that major national projects with long-term consequences should be subject to sufficient review and social consensus.
Lawmakers Raise Questions Over KRW 316.9 Billion in Costs and Military Facility Safety
The cost and security implications of the temporary relocation were also major issues raised during the press conference.
The three lawmakers claimed that at least KRW 316.9 billion in public funds would be required for the temporary relocation.
They also raised concerns that military aircraft hangars built using simplified structural methods could be relatively vulnerable to missile and drone attacks, potentially creating additional national-security concerns.
They called on the government to reconsider the plan if sufficient security and financial reviews have not been conducted.
However, the figures concerning the cost and the lawmakers' claims regarding facility vulnerability were presented at the press conference by the People Power Party lawmakers. Further verification through official government and Ministry of National Defense documents will be necessary.
¡°Residents Will Strongly Resist If the Plan Is Forced Through¡±
The three lawmakers said they would take strong action if the government proceeds with the plan while ignoring opposition and concerns from local residents.
In their joint statement, they warned that residents of Seosan, Chungju and Yecheon would strongly resist what they described as the government's unilateral action and called for the temporary relocation plan to be scrapped.
They also argued that genuine balanced regional development and national integration require avoiding a system in which residents in one region are forced to sacrifice for the development of another.
The latest press conference could broaden the Gwangju Military Airport relocation debate beyond the longstanding demands of the Gwangju and Jeonnam regions. Issues including military aircraft noise, property rights, regional development, national security and public spending in the proposed temporary deployment areas are now becoming part of the broader national debate.
Attention is now focused on how the government and the Ministry of National Defense will present detailed plans concerning the timetable, facilities, budget, noise impact and support measures for residents.
Above all, residents in the proposed deployment areas have already endured decades of burdens associated with military facilities. The key question will be whether the government can build social consensus through advance disclosure of information, objective impact assessments and meaningful communication with residents, rather than simply relying on the justification of a national project.
