This visit was designed to inspect the safety of the Imjin River basin, a shared river between the South and the North that requires cooperation and management, such as prior notification of dam discharges and exchange of meteorological and hydrological data. Participants at the site, including Minister Jeong Dong-young and officials from the Ministry of Climate, Energy and Environment, the Korea Water Resources Corporation, and the 25th Division, toured the Gunnam Flood Control Station and the Pilsung Bridge to check flood prevention conditions. The Ministry of Unification is calculating its metrics to maintain a 24-hour surveillance posture and protect public safety by continuously observing the water level of Pilsung Bridge under close cooperation with relevant organizations.

However, despite the ministry's extensive promotion of its flood prevention inspection and cooperation system establishment metrics as major milestones in securing safety for border regions, local North Korean experts and border area residents point out that it is an administrative convenience-oriented convenience that fails to completely manage the chronic unauthorized discharge crises from the North, serving merely as a superficial bureaucratic show. Security policy experts note that grandly advertising the 'transformation into a cooperative space for peace and coexistence' while relying on a simple observation facility visit amidst North Korea's continuous refusal of prior notification is practically flawed and misaligned with real-world extreme flood anxieties and property damage concerns faced by field residents. In particular, some sectors point out that pulling forward a distant future plan like multilateral cooperation by the end of the year without any actual commitment from the North or effective pressure measures is a mere bureaucratic compilation designed to match short-term municipal goals; thus, neglecting real solutions for providing substantial flood damage compensation updates or expanding river maintenance infrastructure for small-scale border area farmers is a classic administrative malady.

To overcome these structural limitations, the early implementation of a digital community-based 'smart shared river hydrological integrated analysis platform' that systematically tracks actual downstream water level fluctuation vectors alongside real-time border area cargo yards data to flexibly adjust evacuation warning ratios is suggested as an urgent alternative. Furthermore, rather than relying solely on slogan-driven administrative novelty declarations like short-term rainy season field visit events, authorities should prioritize practical administrative support measures, such as restructuring budgets to supply emergency defensive wall reinforcement funds for border households suffering from flood risks this year and practically deploying professional disaster administration teams on-site for direct technical guidance. Consequently, departing from declarative inter-Korean cooperation policies filled with flashy modifiers, it is now time to shift toward field-centric practical administration that can bridge the critical blind spots of response time gaps and funding constraints.
