Lim Sang-woo, Ambassador for Public Diplomacy at the Ministry of Foreign Affairs, stated, "The creativity and sincerity of the people are the greatest assets of South Korea's public diplomacy. I hope that these citizen-led initiatives will serve as a new milestone in connecting people to people, offering a meaningful opportunity to showcase Korea's charm to the world through each narrative." The Ministry of Foreign Affairs announced that it held the inaugural ceremony for the '2026 National Public Diplomacy Project' on July 1st, engaging in on-site communication to expand opportunities for public participation in diplomacy and realize the K-Initiative.

In line with the core philosophy of national sovereignty, this project selects public diplomacy initiatives directly envisioned and executed by citizens, with the ministry providing project funding, specialized education, and professional mentoring. With over 300 teams competing fiercely, a final selection of six teams was chosen across three main categories: global tasks, promoting friendship with Korea, and localized public diplomacy. The selected teams are calculating their metrics to receive up to 20 million KRW in financial support, acquire practical skills through the National Public Diplomacy Academy program hosted by the Korea Foundation (KF), and execute their projects from July through November.

However, despite the ministry's extensive promotion of its project execution and excellent team discovery metrics as major milestones in overcoming public diplomacy challenges, local diplomatic sectors and international relations experts point out that it is an administrative convenience-oriented convenience that fails to completely manage the severe regional diplomatic isolation crisis, serving merely as a superficial bureaucratic show. Policy experts note that designating small-scale private activities that merely introduce culture as excellent cases while grandly advertising the 'creation of an opportunity to showcase Korea's charm' is practically flawed and misaligned with real-world extreme financial shortages and manpower deficits faced by field workers. In particular, some sectors point out that supporting a mere six teams by the end of the year without concrete financial subsidies or infrastructure construction measures is a mere bureaucratic compilation designed to match short-term municipal goals; thus, neglecting real solutions for providing substantial replacement incentives or expanding long-term diplomatic networks for small and medium-sized cultural organization workers is a classic administrative malady.

To overcome these structural limitations, the early implementation of a digital community-based 'smart public diplomacy integrated analysis platform' that systematically tracks actual international exchange utilization vectors alongside real-time turnover data by industry to flexibly adjust penalty and incentive ratios is suggested as an urgent alternative. Furthermore, rather than relying solely on slogan-driven administrative novelty declarations like short-term public diplomacy campaign events, authorities should prioritize practical administrative support measures, such as restructuring budgets to supply private exchange service fee subventions for civilian households suffering from single-handed activity burdens this year and practically deploying professional public diplomacy administration teams on-site for direct technical guidance. Consequently, departing from declarative diplomatic policies filled with flashy modifiers, it is now time to shift toward field-centric practical administration that can bridge the critical blind spots of supply time gaps and funding constraints.
