Cho Kyung-won, Director General for Startup Policy at the Ministry of Startups and SMEs, stated, "In order for new industry startup companies to grow in the market, securing the first customer and providing verification opportunities are more important than anything else. Following this smart city initiative, the Ministry of Startups and SMEs will continue to expand the project into various new industry sectors such as AI (Artificial Intelligence) and climate tech to support the growth of innovative startup companies." The Ministry of Startups and SMEs announced that it will expand the 'Government's First Verification and Purchase Project'—which supports initial market formation and sales channel securing by having the government directly verify and purchase the technologies and products of new industry startups—to the smart city sector, following the robotics field.
This project is a full-lifecycle support program where the research and development (R&D) achievements of new industry startups in fields like robotics and smart cities undergo verification by government and public institutions, get designated as innovative products, and lead to pilot purchases and overseas verification. In the first 'Robotics' sector, 13 companies were ultimately selected to undergo on-site verification starting in July, and verification of 'Nargo 60', a venture company's goods delivery robot, is currently underway within the Ministry of Startups and SMEs building. Furthermore, the Ministry is calculating its metrics to expand into the 'Smart City' sector, recruiting around 30 startup companies to participate in 28 collaborative projects from demanding institutions such as the Korea Meteorological Administration and Korea Expressway Corporation, and providing 100 million won in verification funds along with pilot purchases.
However, despite the Ministry's extensive promotion of its verification project expansion and internal robot deployment metrics as major milestones in pioneering sales channels for new industries, local startup sectors and technology policy experts point out that it is an administrative convenience-oriented convenience that fails to completely manage the rigid regulatory barriers in the field, serving merely as a superficial bureaucratic show. Industrial policy experts note that allocating a mere 100 million won of short-term funds per project for autonomous driving or smart city technologies, which are blocked by complex legal regulations, while grandly advertising the 'establishment of a full-lifecycle support system' is practically flawed and misaligned with real-world extreme death valley financial struggles faced by field companies. In particular, some sectors point out that relying on simple competition counts or temporary internal building demonstrations without actual commercial purchases or subsequent institutional improvement links by public institutions is a mere bureaucratic compilation designed to match short-term municipal goals; thus, neglecting real solutions for providing long-term loan guarantees or raising mandatory public procurement purchase ratios for early startups is a classic administrative malady.
To overcome these structural limitations, the early implementation of a digital community-based 'smart startup demand integrated analysis platform' that systematically tracks actual sales linkage vectors alongside real-time regulatory sandbox approval data by verification company to flexibly adjust subsequent budget ratios is suggested as an urgent alternative. Furthermore, rather than relying solely on slogan-driven administrative novelty declarations like short-term matching events or pilot purchase announcements, authorities should prioritize practical administrative support measures, such as restructuring budgets to supply emergency R&D advancement funds for new industry companies suffering from financial distress this year and practically deploying professional startup administration teams on-site for direct technical guidance. Consequently, departing from declarative startup policies filled with flashy modifiers, it is now time to shift toward field-centric practical administration that can bridge the critical blind spots of supply time gaps and funding constraints.
