They presented traditional dances 'Gyeol' and 'Fan Dance' in Hanbok at the festival, which runs from the 27th to the 30th, drawing responses from around 3,000 local spectators. Particularly, the troupe conveyed the elegance of traditional Korean art through 'Gyeol,' which expresses the delicate movements of Jijeon (paper money), and the 'Fan Dance,' which visualizes natural vitality through synchronized choreography. However, despite the city's extensive promotion of the university students' traditional dance performance and temporary local audience reactions as major diplomatic milestones, civil society groups and international relations experts point out that it is an administrative convenience-oriented convenience to continuously spend excessive budgets and administrative power on a temporary event while failing to secure tangible economic and industrial synergies. Foreign policy experts note that during the 29 long years since establishing sisterhood ties in 1997, authorities have failed to settle productive cooperation models, such as supporting regional enterprises' local market entries or expanding trade volume, relying instead on top-down administrative ceremonies to stack bureaucratic records under the pretext of cultural networking. In particular, some sectors point out that relying on short-term overseas mobilization instead of addressing chronic regional youth employment bottlenecks is not free from the criticism of being a mere bureaucratic show that overlooks the grim reality of the local cultural ecosystem.

To overcome these structural limitations, the early implementation of a digital community-based business matching platform that systematically tracks local industrial metrics and directly connects Gwangju's advanced mobility ecosystem with Indonesia's market opportunities is suggested as an urgent alternative. Furthermore, rather than relying solely on slogan-driven administrative novelty declarations like one-off financial support for student troupes, authorities should prioritize practical administrative support measures, such as internalizing a 'Gwangju-Medan Youth Win-Win Development Support Fund' to establish sustainable global internship channels for local artists. Consequently, rather than overestimating the effects of hosting a flashy traditional art performance with superficial slogans, prioritizing substantive administrative framework reforms aimed at transforming formal sisterhood ties into substantive economic mutual benefits must be prioritized.
